Look at the old notifications of merit lists and the reason behind rejection.

From which University you are graduated? About 6.5 months have been passed after the "07/2015 ad." ,may be you have passed earlier than July 2015. So much time has been passed and you are not issued your degree.
Write a letter to secretary defining your problem.I hope, you would be provided ample time of about 1-1.5 month.

Don't be angry brother. We r here to learn from each other. I have seen all notifications on fpsc website. None of rejection was due to non availability of Degree. The rejection was due to not having advertised qualification. And non availability of Degree and availability of Certificate does not mean you don't possess a particular qualification. I think u understand my point.

You can send the transcript/result card at the moment. However, keep in mind that FPSC will call again for degree so it is advised to apply and get the degree ASAP, failing which, FPSC can reject your candidature. Now, as a substitute, if you don't get degree in time... then you can obtain a Provisional Certificate (PC), from your university, which will depict your session details, numbers, status and will verify that degree is under process. The PC is a valid and substantial documentary proof, issued by university, and will be accepted by FPSC.

P.S: I am telling you on the basis of my personal experience. Provisional Certificate will be issued after nominal fee deposit (mine were 600/- PKR). The paper, bearing watermark, would be signed by controller examinations.

Arrow MY NAME IS IN OPEN MERIT ,, but i am interested in Provincial quota of Punjab
dear seniors i aplied for A&V Test ,, my name is in qualifying list of open merit, but i want to be considered on punjab quota is it possible??
i didn't chose open merit during any step of online application please guide me it is my first ever post..

You will be automatically put in provincial quota , if you do not fall in open merit after interview. No body selected open merit choice.
