Default Provincial Quota and Merit Quota ?

I am confused that if in any fpsc job where Merit seats are available with Provincial Quota then What is meant of Merit ?

for example if there is no seat for Punjab province then on Merit basis can candidates from Punjab can apply ?

dear it is so easy to understain. lets have an example of recent announcement of AD F.I.A jobs.
. Case No.F.4-111/2015-R (9/2015). SEVENTEEN ASSISTANT DIRECTORS (INVESTIGATION)
clause I Merit= Two, clause II Punjab= Nine (Open
merit=Seven, Women quota= One and Minorities/Non-Muslims quota=One
EXPLANATION: CLAUSE I MERIT TWO: means in the final result of selection two toppers will be given these merit quota based jobs, whatever city/Provence/religion/ and gender they belong.
clause II Punjab Nine, open merit 7. it means in the final result 7 vacancies will be given to candidates belong to Punjab Provence whether they are Muslims or non-Muslims male or female but they must have Punjab domicile, women quota one means one vacancy for woman irrespective of religion. and one for minority means at least one non Muslim candidate whether male or female will must be selected from Punjab..
