Default What does "Low Merit" means after acquiring documents?

One of my kin was asked to submit the documents by FPSC, after test, which he did on time. Almost after 2-months, FPSC issued another letter that consist "provisionally pre-selected" and "rejected" list of candidates. However, his name is neither included in former nor in later one. However, at the end, it is mentioned, "remaining 165 passed candidates who are low in order of merit will not be called for interview".

Why they ask to submit the documents if still they have to shortlist the candidates? What are their criteria of merit or low merit? It is understandable, if they place all remaining candidates (who are not provisionally pre-selected) in reject list by giving reasons but how come they place candidates in low merit (after acquiring documents) who submitted documents timely, having required qualification and experience?
