i guess, they created a single PDF file 'regretting to inform' wali file and sent it to all thier applicants from Pakistan !

It is youth professional program or in simple words it is an exam for becoming International civil servant.
Applications were sought for a number of seats two months ago from professionals of member countries of UN for which whosoever has claimed rejection here,has not been shortlisted for appearing in the exam.
