In idealsitic approach I might be unable to support @justsaid
I second both of her comments are reality based, people avoid even police avoid (K kisi din leine k bary IB k bandy k bhi a sakti hei) that's it and shashka of extra judicial powers.

Hi can somebody tell me the procedure to inform Fpsc or fgo that you are not joining? And are we supposed to inform only Fpsc or fgo as well? Need info urgent. Thanks

Wait for the offer letter from the Department. When you receive the letter then write a reply to that letter addressed to the Department. Mention that you can't join the post. Then the Department will itself communicate with the FPSC.

Should I not call Fpsc now and send them in writing that I can't join? Why wait for the letter?

It is futile as FPSC will recommend the next candidate only when FGO will write to them.
