Dear brother, I have no source in FPSC hence i wrote "it might be". FPSC, since a long time, has not updated the pre-selection portion on its website so i just guessed.

The result of 119 will not be necessarily followed by that of 120. FPSC announces the results randomly. The cases in which applicants are fewer are naturally announced earlier regardless of their case numbers.
