Its on the department who they choose to conduct test. Recently for IB recruitments, they hired NTS.

For seats of BPS 16 or higher they go for Public Service Commission

FPSC only conducts test of BPS-16 and above. For scale 1 to 15, tests are conducted by different testing bodies like nts. And yes, they do charge fee for that.
