I have read in this forum from many members that the promotion for civilians in ISI is up to the rank equivalent to a Maj. (BPS 18). It is wrong. I have confirm reports that they are promoted up to the rank of Deputy Director General (BPS 20) and even beyond. Their promotion upto BPS 21 is also possible. It all depends on your performance. So just repose confidence in your abilities. "The News" dated 11 July 2008 also clearly confirms the names of two civilian BPS 20 officers of ISI who are in promotion zone to be promoted to BPS 21 after NDC.

Seniors resent move to recommend junior officer for NDC

ISLAMABAD: The Establishment Division’s move to push an officer for promotion ahead of over a hundred senior officers has caused a stir in the bureaucratic circles.

The Establishment Division has nominated Syed Said Badshah Bukhari, Joint Secretary in the Establishment Division, to attend the prestigious National Defence Course (NDC), a pre requisite for promotion to BS-21, ahead of at least over a hundred officers in the District Management Group (DMG) alone. The course starts at the National Defence University, Islamabad from August 18, 2008 to June 21, 2009.

According to the laid down criteria mentioned in the Establishment Division’s ‘Office Memorandum’ No: 4/1/2008-T-1, dated March 20, 2008, which should have strictly been observed while nominating the officers for the course requires that: (1) the officer should be in BS-20 or equivalent; (2) the officer is in the ‘promotion zone’; (3) overall service record of the officer based on the Performance Evaluation Reports (PERs) the minimum threshold set as 75; and (4) the officer may be considered in order of seniority in his respective cadre and the officers otherwise senior to him should not be ignored.

The Establishment Division in its letter no: F/4/1/2008-T-1, dated June 14, 2008, withdrew all the six officers nominated earlier that included four officers from the District Management Group (DMG) and two from the Police Service of Pakistan (PSP) and sent a new list to Brig. Tariq Mahmood of the NDU in which Syed Said Badshah Bukhari is the only officer from the District Management Group (DMG) among five civilian officers nominated to attend the NDC this year. Syed Said Badshah Bukhari stands at 135 on the ‘seniority list’!

The others are Mrs Shama Ehsan Khan, Director General PIFRA, Karachi (PAAS), Shabir Hassan, General Manager (Sindh), National Highway Authority (NHA), (Ex-Cadre), Riaz Ahmed Ranjha, Deputy Director General, Directorate General ISI, Islamabad (Ex-Cadre) and Iftikhar Abbas, Deputy Director General ISI, Islamabad (Ex-Cadre).

Earlier the Establishment Division had recommended the names of Tariq Shafi Chak, Consul General, Consulate General of Pakistan, Hong Kong, Naveed Akram Cheema, Secretary, Sport Department, Punjab, Maj (Retd) Muzaffar Ali Afridi, Secretary, Population Welfare department, NWFP, Capt (Retd) Agha Nadeem, Chairman, Provincial Transport Authority/Secretary, Transport Department, Punjab, Muhammad Parvez Rathore, Capital Chief Police Officer (CCPO), Lahore and Muhammad Anwar Virk, DIG, Sheikhupura Range.

However, the nominations of these officers were withdrawn as they were already occupying the positions they did not want to give up and could wait for the next time to attend the prestigious course.

Now, according to the laid down rules the officers next in seniority should have been nominated as replacement. Tariq Shafi Chak stands at 16 on the seniority list among the DMG officers and upon his withdrawal the officer next to him on seniority list should have been picked. Similarly, Capt (Retd) Naveed Akram Cheema is 40th on the seniority list, Maj (Retd) Muzaffar Ali Afridi is 42nd, and Capt (Retd) Agha Nadeem is 49th on seniority list.

Surprisingly, Syed Said Badshah Bukhari, the only DMG officer nominated to attend the NDC course for the year 2008-09, stands at 135 on the seniority list of the DMG officers!

In case of withdrawal of Tariq Shafi Chak, who is serving in Hong Kong, the next candidate should have been the officer occupying 15th or 17th position on seniority list. Maj (Retd) Tariq Mahmood Mazari, presently posted as member, Punjab Chief Minister’s inspection team, Lahore, is 15th on the seniority list while Capt. (Retd) Azmat Hanif Orakzai, presently posted as secretary to governor NWFP, Peshawar is 18th on seniority list.

In case of withdrawal of Capt (Retd) Naveed Akram Cheema who is 40th on the seniority list, the next option should have been Mir Mohammad, who is presently stationed in Quetta at the disposal of the Government of Balochistan occupying 39th position on the seniority list or Jalat Khan Afridi, presently posted as President Officer, Revenue Appellate Court No. 1, Peshawar who occupies 41st position on the seniority list.

Similarly in case of the withdrawal of Maj (Retd) Muzaffar Ali Afridi, who is presently posted as Secretary E&T Department, Peshawar and is 42nd on the seniority list the next option should have been Capt (Retd) Nasar Hayat, presently posted as Secretary Labour, Transport, Industries and Commerce Department, Karachi as he occupies 43rd position.

In case of withdrawal of Capt (Retd) Agha Nadeem, presently posted as chairman, provincial transport authority/secretary transport department, Lahore (49th position on the seniority list) the next option should have been either Capt (Retd) Shahidullah Beg, presently working as joint secretary, defence division, Rawalpindi or Niamat Ullah Khan, presently posted as joint secretary, ministry of industries, production and special initiatives, Islamabad as he occupies 51st position on the seniority list.

This decision of the Establishment Division has created a lot of resentment among the senior officers awaiting promotion upon the completion of the course. When contacted the Joint Secretary (Training), S.M. Tahir, in the Establishment Division told ‘The News’ that the move to nominate Syed Said Badshah Bukhari to attend the NDC at the NDU for the year-long course was done on the request of the officer himself.

“Earlier we (Establishment Division) nominated a number of DMG and PSP officers as well as eligible officers from other service groups to attend this course. However, most of these officers withdrew their nomination, mainly because they were occupying ‘good positions’ in the provinces and did not wanted to leave those positions they are holding for this lengthy course.

“In this situation Syed Said Badshah Bukhari volunteered to attend the course and the Establishment Secretary, exercising his powers, decided to nominate him to attend the course,” the JS(T) in the Establishment Division told ‘The News’.

He conceded that the officer is too junior on the seniority list but said that it was ‘nothing extraordinary’. “Attending this course would not make him eligible for ‘out of turn promotion’ and he would be considered for promotion only when his ‘batch’ will come up for consideration for promotion,” the JS(T) told ‘The News’.
