As you are serving candidate, so you must apply through proper channel. So try to get D.P.C from your parent department. As you donot need to send other documents now, so apply now and fill that column. The written test process may took three to four months, leaving behind enough time for you to secure written DPC.

As per ESTA Code "Permission to be given or application to be forwarded
not more than twice.-(1) Subject to the provisions of rule 3, the
applications of, or permission to, a Government servant for
appearing at competitive examinations at which he is otherwise
eligible to appear shall not be withheld or refused, but in no case shall
the applications be forwarded orpermission be granted for appearing
at more than two ministerial services competitive examinations during
any calendar year or at more than two competitive examinations other
than ministerial services competitive examinations during the whole
service of a Government servant:
Provided that a Government servant appointed on the results
of a competitive examination other than a ministerial services
competitive examination shall notbe permitted to apply for such
examination more than once during his whole service. " So you can apply

Once I gave a test under NTS and that was Objective + Subjective.
80 Mcqs and a short essay of 20 marks.

There should be no ambiguity in this regard that who would be conducting the test. It is very clear that N. T. S has to conduct this test. They are an organization which conducts tests and they are not advertising agency. Therefore , one should be certain that the test would be N. T. S type.
