Why can't a serving officer fail? Preparation wasn't good enough or may be he couldn't perform well. Success in one attempt does not guarantee success in all future attempts.

Isn't that notably quite interesting that from merit positions 25 to 60, the differences in between the consecutive positions are only of a single(01) mark !!! So you never know when this golden 01...
