Don't bother it.PragmaticallY,they ought to issue NOC without any second thought. What is your exact point of concern right now?

Brother recently i got job in prison department and one of my senior told me that he has been asking prison dept for NOC for CSS for about six month and Prison dept not issued them.
Now my point of concern is that ''if i pass the PMS then i got NOC or not''
While applying PMS i have not govt job.
what will be the impact if i not got NOC?
