Default Recruitment of DSPs and SIs in Punjab Police

It appeared in the Jang today that in a meeting between IGP Punjab and the CM it has been decided that DSPs and sub inspectors will be inducted in the Punjab Police.

Salam.IG and CM requested all the RPOs to send recommendations and procedure for reformation of THANA CULTURE including the recruitment of Inspectors and DSPs. I prepared these recomendatns for Gujranwala region.Now the second meting will be held shortly and govt is working on it.Hopefully these posts will be filled according to merit but exceptions are there as we are enjoying democracy so democracy ma politicnz ka b kch quota tu bnta ha.Ap k elected numainday hain.

Default Police unhappy with recruitment proposal

LAHORE:
The Police Department has serious reservations over a proposal for directly hiring inspectors. Senior police officials worry that this would create a sense of deprivation among officers anticipating promotions. They have instead suggested that the government consider recruiting sub inspector to overcome the manpower shortage, sources in the Police Department said.
The Punjab government had proposed to the Punjab Police in August 2011 to consider direct induction of deputy superintendents of police (DSP) and inspectors to improve the force’s performance and image. Later, the government backed on its proposal of direct induction of DSPs, The Express Tribune learnt. However, the police officers have majorly opposed the suggestion.
Executive Board meetings in this regard were held at the Police Headquarters from Saturday to Tuesday.
Seeking anonymity, a police official told The Express Tribune that Saturday’s meeting continued for five hours. It was followed by a four-hour meeting on Sunday and a two-and-a-half-hour meeting on Monday. He said the meetings were attended by Inspector General of Police (IG) Javed Iqbal, Capital City Police Officer Ahmad Raza Tahir, several additional IGs, and all nine regional police officers.
In the Tuesday’s meeting, he said, Chief Minister Shahbaz Sharif had expressed his resolve to improve the thana culture through the direct induction of Inspectors. The chief minister said that 292 inspectors were recruited directly through the Punjab Public Service Commission in 1998 and had yielded positive results.
The meetings had a one-point agenda: the possibility of direct induction of some 600 to 700 inspectors and DSPs, which, the police official seeking anonymity added, was opposed by most officers.
He said most of the participants were of the view that direct induction was not practical. They said this might cause misunderstandings among the incumbent officers and the new recruits leading to hostility.
However, a senior police officer told The Tribune that the department was in no hurry to make a decision on the proposal. He said that the meetings were held to discuss various aspects of the proposal.
He admitted that most police officers had questioned its practicality and warned of adverse consequences. Implementing such a plan would also require amendments to the Police Order 2002.
Law Minister Rana Sanaullah told The Tribune that the Punjab government was adamant in improving the police department which, he said, also required induction of fresh officers for the portfolio of station house officers (SHOs).
He said that the current SHOs had failed to change the orthodox culture. However, he said, the police was only given a proposal to consider direct induction of inspectors and sub inspectors.
He said the police proposal would be considered, however, the ultimate decision in this regard rested with the provincial government.

LAHORE – The provincial police chief is yet to convince the chief minister to avoid making direct recruitment of over 300 Inspectors and 150 DSPs through Punjab Public Service Commission. He fears the move will create severe disappointment among the police force.
“I am in favour of direct recruitment of Sub-Inspectors instead of Assistant Sub-Inspectors. But I am strongly against the direct recruitment of any other grade, as the consequences may be quite different,” Inspector General of Police Javed Iqbal told this scribe.
Informed police sources privy to the development told this paper that IGP Javed Iqbal has presented to the chief minister a performance report of Inspectors and DSPs earlier taken through the direct recruitment process.
“The report accuses these cops of moral and monetary corruption, misuse of power and extra-judicial killings. On this the chief minister remained silent,” they added. They, however, said the decision has yet to be taken by Shahbaz Sharif. But now it would be difficult for the Chief Executive of the province to implement his idea unless he replaces the provincial police chief with another senior cop.
The IGP has also chaired four consecutive meetings of Executive Board from Friday to Monday last wherein all the additional IGPs, RPOs and CCPO participated. “The sole issue of direct recruitment was discussed thoroughly but no tangible solution came into being. Some of the cops also favoured the Chief Minister’s advice but mostly opinioned against the idea terming it absolute negative move against the department,” informed sources said. According to the summary of sanctioned police strength of the year 2010, a provincial police chief, 19 Addl IGPs, 40 DIGs, 11 AIGs, 26 SSPs, 213 SPs, 5 CTOs, 2 STOs, 65 ASPs, 809 DSPs, 2924 Inspectors, 581 senior traffic wardens, 6,850 traffic wardens, 8,456 Sub-Inspectors, 6,850 Assistant Sub-Inspectors, 18,826 Head Constables and 125,712 Constables are in line-up with the Punjab Police.
Earlier, pertaining to the reports of CID, Lahore Police, organized crime agency CIA, Punjab Police and media regarding ever increasing crime rate across the province, the Chief Minister Shahbaz Sharif had reportedly directed the IGP to fill the posts of Inspectors and DSPs lying vacant in Punjab Police Department through direct recruitment via PPSC. “The verbal orders/advice by the chief minister was equally astonishing for the entire police as well as the IGP himself because the promotion of not less than 2,000 Inspectors as DSPs and 150 DSPs to SPs is due,” an Additional IGP commented. He further said that a full stop would be marked in the way of promotion of veteran inspectors and DSPs and this move would definitely create distress and promote corruption if newly graduate are hired through direct recruitment. “No, we are not against the induction of fresh graduates in the [police] Department, but what’s the fault of those [cops] who have been rendering their services for the last 15 to 20 years,” he asked.
According to the statistics the direct recruitment in Punjab Police Department was made in 1993, 1995 and 1998 but the results were total against the set targets. “Four DSPs were inducted by direct recruitment in Sindh in 2008, one among them was a son of a DIG, one was the brother of a minister from Somro family and two others. The move had promoted moral and monetary corruption among the newly inducted cops, who were posted as heads of circles and police stations,” the Addl. IGP said.
He said DSPs are powerless officers so instead of hiring new DSPs the existing DSPs should be empowered. “Yes, instead of making direct recruitment of DSPs, the services of already available 68 ASPs should be utilized for crime fighting,” he added. The Addl IGP, however, said only 10 percent inspectors should be inducted by direct recruitment and the rest of vacant posts of inspectors should be filled by providing opportunity to the educated constables, head constables and assistant sub inspectors.
Talking to this scribe the Addl IGP Training Mr. Sarmad Saeed said: “I endorse the stance of IGP regarding direct recruitment of Sub-Inspectors.

LAHORE, Sept 18: Chief Minister Shahbaz Sharif is likely to approve recruitment of 1,600 sub-inspectors (SIs) exclusively for the investigation cadre being formed for the first time in the Punjab Police, Dawn learned on Sunday.

Realisation that the existing lot of traditional police investigators (ASIs, SIs and inspectors) has failed to deliver and conviction rate in crimes against property and person has never surpassed a paltry 10 and 30 per cent, respectively, apparently swung the police bosses into action and they have came up with a massive overhaul plan.

Sources privy to the development told Dawn that the proposal of recruiting 1,600 SIs in a single hit and 6,000 police foot constables every year (30,000 in next five years) floated by Inspector-General of Police Javed Iqbal in a meeting held a week ago was appreciated by the provincial chief executive. A meeting is going to be held on Monday (today) wherein the chief minister is likely to give formal go-ahead to execute the plan.

The department earlier floated the proposal in 2008 and a presentation was given to the chief minister in 2009 too. However, the idea of recruiting such a large number of police personnel could not be materialised owing to certain reasons.

Sources said that the IGP convinced the chief minister that the recruitment of young graduates and their modernised and specialised training would improve quality of investigation and help revamp the investigation wing and improve people’s confidence in the police force.

Sources said the chief minister was initially of the view that deputy superintendents of police (DSPs) be recruited instead of upper-subordinates. However, the IGP and Capital City Police Officer Malik Ahmad Raza Tahir insisted that the recruitment of DSPs had proved to be a futile exercise in the past, especially in other provinces, as they indulged in corrupt practices and did not deliver the desired results.

The two top police officers were of the view that the recruitment of DSPs would also block the promotion of upper-subordinates.

The potential recruits, preferably science graduates, will be imparted one-year training on forensic and other scientific investigation techniques and they will remain part of the specific cadre being created for them.

Sources said that new recruitments would be made as a pilot project in the provincial capital alone. However, the plan would be extended to other cities and districts in phases.

They said that potential recruits would be given BS-15 and Rs20,000 extra allowance in order to weed out corruption inclinations.

In Lahore capital city police, there are 1,800 ASIs, 1,300 SIs and 284 inspectors and half of them are reportedly engaged with investigation wing and the Crimes Investigation Agency (CIA).

A senior investigation wing official, who is associated with the overhaul plan, told this reporter that the conviction rate of investigation police in connection with crimes against property was currently less than 10 per cent and up to 30 per cent in crimes against person.

He said the challan submission ratio was also below 50 per cent.

He said at least 84 per cent of investigation wing’s officials were either matriculates or even under-matriculates and they had been promoted from junior positions to senior slots primarily owing to length of their service but they did not possess requisite acumen to interrogate suspects on modern lines and that’s why they are more inclined to indulge in corrupt practices.

The official further said that the plan, if nodded by the chief minister, would help replace the entire lot of investigators while the incumbent ones would be either asked to opt for retirement or they would be transferred to other wings or field police battalions in their hometowns.

Judges also criticise the poor performance of investigators and hold them responsible for the poor conviction rate ensued by submission of insufficient forensic and circumstantial evidence.

As many as 113,342 cases of crime against person and property have been reported to the Punjab Police during first eight months of 2011 and 55,627 of them (49.07 per cent) have been challaned.

However, statistics regarding crimes against property show that the challan submission ratio is below 46 per cent as the investigation wing police challaned 33,484 cases out of 74,401 cases reported to it till Aug 2011.

Overall crime reported to the Punjab police has also witnessed an upward trend during last five years as 386,437 were cases
were reported in 2010 as compared to 342,561 cases reported in 2006.
