Mission Statement:
To deal with the administration of theofficers of the rank of Extra Assistant Commissioners/Assistant Commissioners(Ex-PCS), Assistant Commissioners (DMG/BS-17) and Section Officers/UnderSecretaries of Secretariat Group.



Set-up:

Wing is headed by Additional Secretary(Admn.) having 4 Sections under the supervision.

Section Officer (Admn-I) deals with:

A-I Section deals with maintenance of Character Rolls, and enquiry casesof ex-PCS officers to the rank of EAC/AC and DMG officers of BS-17 postedin Punjab. S.O. (A-I) also acts as Secretary, Central Examination Committeefor conducting of Departmental exams of ACs/EACs/Section Officer (Probationers)and also act as Secretary, Departmental Promotion Committees of abovesaid category of officers.

Section Officer (Admn-II) deals with:


i.

The posting and transfersof Extra Assistant Commissioners and Assistant Commissioners ofex-PCS and DMG officers of the rank of A.C.

ii.

Promotion cases ofTehsildars as Extra Assistant Commissioner.

iii.

Promotion matter ofministerial staff as EAC against their prescribed quota.

iv.

The promotion casesof EAC to ac rank.


Section Officer (Admn-III) deals with:


i.

Establishment mattersof Section Officers/Under Secretaries of Secretariat Service.

ii.

The arrangement oftraining of newly recruited Section Officers in the Punjab Instituteof Human Resource Development.

iii.

Provision of CivilJudges/Senior Judges for posting as Legal Officers in variousdepartments of Secretariat in consultation with the Lahore HighCourt.

iv.

The matter of postingtechnical officers as Section Officer/Under Secretary in variousDepartments of Civil Secretariat.

v.

To act as LiaisonOfficer of Admn. Wing in joint matters.


Under Secretary (Admn-IV) deals with:

i.
Initial recruitmentof Extra Assistant Commissioners and Section Officers throughPunjab Public Service Commission.

ii.

Arranging pre-servicetraining of EACs.

iii.

Confirmation casesof EACs, promotion claims and seniority issues.

iv.

To attend Court casesof EACs/ACs in various courts of law.

MainObjectives:

i. To provide magisterial supports to the Divisional/District Administrationof the Province and Section Officers to various Administrative Departmentsat Secretariat level.
ii. To recruit efficient and Competent Officers on merit through PunjabPublic Service Commission at the level of Section Officers and EAC.



Functions:

Matters relating to recruitment, training,pay, allowances, promotion, leave, pension posting and transfers and disciplinarymatters of officers of the rank of EACs/ACs and Section Officers/UnderSecretaries.



ServicesOffered:

The Administration Wing is in touch withthe public, only to the extent of recruitment to the posts of Extra AssistantCommissioners and Section Officers for which examination is being conductedby the Punjab Public Service Commission. Service Rules regarding theirrecruitment are enclosed.
