I unfalteringly believe that you feel right fitting in a affluent family, but I could not overlook my close friend Imtiaz Ali Soomro from larkana; eldest son in his family belonged to very poor lineage; who was the firm advocate of merit and hard working; appeared in CSS thrice but not made the grade; he appeared in CCE-2003 and passed written examination but not be up to snuff in interview due to bequeathing the nearest and dearest by the blind members and Chairman. He spent his 8 years in this process, including his time, money, and epoch. Now whenever I meet with him seems disheartened and against merit. Would any body compensate against his loss? I request you to confess the reality of things.

dear dr. imtiaz khush,

qualifying a competitive examination requires basic ability, learning aptitude and skills of attempting an exam. without all these, even if a person limits himself to studies for 8 years like your friend did, i really doubt if he can qualify these exams.

thank God your friend had attempted CSS (thrice and failed) along with PCS. i think this speaks clear about his ability because it is commonly believed that CSS is a free and fair exam. why couldn't he even make it once there? why don't you think????

i request you and your friend to keep this story a secret and not demoralize our sindhi youth. it is because of these things that only 50 candidates qualify from Sindh while 450+ qualify from Punjab.

tell your friend not to despair. it's fate that decides everyone's stations. his hardwork will benefit him somewhere else. everyone is not born to be an officer.

mr aadil you are right.i have been working hard for last two years and might appear in css 2010;but after coming into touch with these stories of failures,i can not even sleep properly.though iam 100% sure that InshAllah iam going to do it.
as for as cce3 is concerned,it is not only a chance for me,because i have sacrificed a lucrative job for it.any negative air can put me off.we need positive energy.

What I believe is that no matter how much one drills BUT there always exist an over-riding factor of LUCK.

If one can clear CSS, he can easily clear PCS too. As PCS is NOTING vis-à-vis CSS !

The list provided by Shabir Seethar proves that most of the qualifiers were ON-MERIT. Because later on most of them cleared CSS. But, there does exists a possibility of not having 100% merit. Still, the result was largely based on merit.

Plus, if someone is a child of DISTINGUISHED PERSON (bureaucrat, etc) then this does not NECESSARILY mean that one is INCOMPETENT. Rather, I think that by having so, increases the probability of success. As one can get first hand guidance, best books, material, institutions and so on.

No need to be worry at all you should sleep properly if going to materialize in CSS Exam, but need to be lose sleep if going to appear in PCS Exam, which has been rendered in presented state of affairs

DEAR SINDHI FELLOWS

I am keenly observing and reading the views of our honourable members on SPSC subject. I reach a conclusion that both opinions presented by shabir, FS and Khusik are correct in their reality . Many candidates inducted purly on merit and vice versa. many candiadtes later on qualify the CSS by burning midnight oil.

But also we can not deny that fact that many candidates were inducted absoloutly on nepotism and were not fit for service.

i am very impress that shabir has presented the list of those successful candidates of cce 2003 those later on qualify the CSS after passing the SPSC . HE is absolutly right .

however, dear shabir , i have also the list of those candidates who qualify the CSS-2003 exam with flying colours and group allocations but failed to qualify the viva voce conducted by SPSC . the reason is best known to SPSC .

1. Imran shaikh (ITG) 2003
2. Kamran Mughal (Accounts) 2003
3. Late Abdullah Brohi (DMG) 2003
4. Ashar Shazad (FSP) 2003
5. Raja Shah zaman (DMG) 2003
6. Muhammad salem (DMG) 2003
7. Shabir Lund (Postal) 2003

AND many more who cleared the CSS 2002, 2003 EXAM & awared the groups but fail to qualify the cce 2003 . Many CSS Candidates even failed to qualify the written portion of SPSC Exam owing to the policy of meritocracy in SPSC .

Dear shabir many candidates amoung your batch qualify the exam in 2007, 2008, & 2009 and i have no doubt about their integrity . but what about those who qualify the same exam in 2003 but failed to cross the viva voce in CCE-2003.!!!!!!!!!!!!!!! WHICH clearly reflects the merit critaria of SPSC IN 2003 .

i am not casting any doubts of meritORIOUS candidates . but the fact of the matter is that SPSC CONDUCTED THE exam in dubious manner .

I think the matter is in court . Let the justice prevail & i think the genuine successful candiadtes of CCE 2003 must not be bothered about their results . if they are correct then any court of the world can NOT deny their right of service in Government .

May sanity and truth prevail .

Hello,

I failed to understand this bit floated mainly by F.S ,Shabir and others that majority of CCE-2003 was on merit but on the other hand SPSC has revealed that examination scripts of almost 47 allocated officers were badly tempered. I asked a clerk inside and he told me that asessors initially have either failed or given low marks to those candidates but later on for the allocation purposes SPSC officials have overwritten marks very carelessly. These forged scripts are made the basis of the claims raised by the committee appointed for detection this crime.

Court will definitely look into this matter and come up with a decision probably will not suit people who had taken this illegal route to penetrate into the bureaucracy.

Ex-SPSC controller exams held over corruption charges
 
KARACHI: The Anti-Corruption Establishment sleuths have arrested former Controller of Examinations of the Sindh Public Service Commission (SPSC) Muhammad Umar Zaur over charges of corruption, malpractices and tampering the records for the Combined Competitive Examinations-2003, held by the SPSC for various posts in the Sindh government.

The arrest of Zaur, a grade-19 officer of the SPSC, became possible after a request by Inquiries and Anti-Corruption Establishment (ACE) Chairman Munawar Opel was approved by Sindh Chief Secretary Fazalur Rehman in his capacity as chairman of the Anti-Corruption Committee-1, instead of going for an open inquiry as sufficient material was available on the record to go for the registration of a case, followed by arrest and prosecution in a competent court of law.

According to the record available, the SPSC had advertised for filling up the posts of deputy district officer, section officer, labour assistant director, cooperative societies assistant registrar, labour officer and ward rationing officer in the Sindh government in 2003, the exams of which were held between Dec 31, 2003 and Jan 12, 2004. The results were announced on April 10, 2004 and 531 candidates were declared successful in the written examinations, while after viva voce, 77 individuals were recommended to the government for appointment to any department for which the Combined Competitive Examinations were held. Following agitation in the media and by a candidate, the SPSC held a comprehensive inquiry through a three-member committee, headed by Shah Mansoor Alam, and assisted by Nawaz Leghari and Abrar Hussain Mirza.

Missing: Sources have disclosed that all answersheets of two candidates, who were declared successful, Ayhan Mustafa Bhutto and Dr Nisar Ahmad Leghari, were missing. The former is the son of the then SPSC chairman. Other favourites who benefited from the tampering of the records, misuse of authority, and missing of the records included Fawad Ghaffar Soomro, Shoaib Ahmad Khero, Ms Memona Shah, Imran Bhatti, Ali Anwar Ruk, Imran Qureshi, Raja Mustafa Ali, and Javed Daudpoto. These individuals were relatives and acquaintances of men who were in power back then.

[B]The record of following candidates were willfully, deliberately and with bad intentions tampered by Zaur, in full knowledge of the then SPSC chairman: Fayyaz Hussain Abbassi, Ghulam Murtaza Memon, Ayhan Mustafa Bhutto (full papers missing), Imran Bhatti, Saifullah Abro, Nawaz Sooho, Mangrio Muhammad Yakub, Ali Gul Sanjarani, Ghulam Sarwar Uttero, Memona Shah, Thebo Muhammad Juman, Jehanzaib Abbas, Abdul Qadir Abbasi, Saeed Ahmad Shaikh, Ali Anwar Ruk, Kiran Shaikh, Sikandar Baloch, Muhammad Afzal, Mukhtiar Ahmad Mallah, Imran, Safia Naz Mangi, Muhammad Taufeeq, Riaz Ahmad Dahar, Mukhtiar Ahmad Shar, Shah Ihsanullah, Abdul Samad, Muhammad Khurram Mangi, Shabbir Ahmad Sethar, Irshad Khokhar, Ibrahim, Shoaib Ahmad Khero, Muhammad Saleem, Karamullah, Nosheen Usman, Syed Rizwan Ali, Muhammad Kamran Khan, Amjad Ali Arain, Zubair Ahmad Channa, Fuad Ghaffar Soomro, Aamir Zia Isran, Dr Nisar Ahmad Leghari (full papers missing), Kamran Ahmad Khero, Abdul Wahab Sario, Farooq Azam Abro, and Abro Sabir Ali. It is interesting to note that 57 percent of the 77 successful candidates’ papers were missing or had been tampered with, while some had failed in compulsory subjects. Their marks were enhanced to be included in the successful candidates list by the former controller of examinations of the SPSC. The Sindh ACE believes that Zaur is possibly not the only person involved in the case, and more individuals would be nabbed once the accused is interrogated.
