They didn't mention the time in the advertisement. You have to submit the online form 'on' or before the closing date so as long as you submitted the online form before 11:59 PM. It should be accepted according to their advertisement for CCE 2019.

I successfully submitted my CCE 2019 online form today, on the closing date, before 5 pm. but when i visited the Job History / Print Form section of the website after the submission, ''Print Option Form'' is not showing or available for CCE 2019?Although "Print" option for CCE 2019 is there. Is it only me or other aspirants are also experiencing this?

It might be some server error on SPSC side. Do not worry about that and prepare yourself for test.

For CCE 2019 do we need to send hard copies of the form, character certificates, degree ect to the headquarter of SPSC ?
