Default Institutional failure and recommended candidates of CCE 2008 and CCE 2003-2004.

I would like to extend my deep sympathy and strong support to those suffering candidates, who after having passed the examination of CCE 2008, conducted by SPSC were recommended for the appointment to the post of DDOs-R and SECTION OFFICERS, but despite waiting for a long time, they have failed even in getting the offer letters and appointment orders seem to be somewhere at a far cry distance. The sympathy and support is also extended to those 51 recommended candidates of CCE 2003-04 who are alleged to be recommended fraudulently as I strongly believe that majority of them was recommended on merit.


Pain of Indefinite wait and CCE 2008.
It is simply not understandable as to why the concerned authorities are reluctant to give the recommended candidates their hard earned positions for which they were considered deserving purely on merit after going through the open competition.

The CCE 2008 was first advertised in March 2008 and later it was re-advertised in October 2008. Written portion of the exam took place in the month of April 2009 and the result was announced in April 2010. The procedure of viva voce was completed in August 2010 and finally the final result was declared on 26-01-2011 and now more then 03 months have gone and there is no ray of hope for recommended candidates for their offer letters to be issued, the summary is said to be pending with the Honorable CM Sindh and when it is being signed, nobody knows. News based upon rumors is being followed by rumors and nothing else is happening. The recommended candidates are the real effected people who are left to languish in the pain of indefinite wait (for about 37 months) resulting out from undue delay which is a continuous practice from the announcement of the examination to the matter of offer letters, for the reasons best known to the concerned competent authorities.

The gravity of the situation demands immediate attention of the higher authorities as to why the competent authority is reluctant to accept the recommendations of the SPSC and why always the candidates are pushed to seek redress from the higher courts. These are routine Government functions, why our Government can’t do it without unnecessary intervention of courts. The unnecessary intervention of courts is in none’s benefit as it adds no glory to the Government’s fame rather fades it, besides it, it also gives opportunity to institutions to go beyond their limits.

Institutional Failure and CCE 2003-2004.
The CCE 2003-4 case, is the perfect example, where institutional failure, arising out of the bad Governance is on the way to destroy the career of 51 SPSC qualified officers, (majority of them is not fraudulently selected) merely on the basis of an enquiry report prepared by a 16 grade anti-corruption Inspector. It’s useless to comment upon the credibility and integrity of the anti-corruption department.

Honorable courts have supreme judicial council for them to decide their fate and anti-corruption for us who get recommended by public service commissions, we are bound to go through public service commissions for appointment and judges who decide our future are appointed on the recommendation of their respective heads, which is not challengeable in any court.

I don’t favor corruption but I remind all concerned authorities that let an anti-corruption inspector conduct enquiry against u and believe me all sorts of all proofs will be there against u. So, if an enquiry is to be conducted against any recommendation of any Public Service Commission, it should at least be conducted through a judicial commission consisting of at least concerned High Court judges and the educated youths should not be left on the mercy of directly appointed and corrupt anti-corruption Inspectors whose literacy is also suspicious.

Impacts on society:The authorities concerned must understand that its not the matter of few jobs only. It has far-reaching bearing and impacts on our cultural and moral behavior as well. A decision has got to be taken in respect of upholding merit and merit alone to reverse the deteriorating condition of society.

Our demands:
All are requested to give it a serious thought and do every possible effort to stand by the demand of merit and must call for an end to the victimization of educated youth. It is sincerely hoped that offer letters to the qualifiers of the CCE 2008 shall be issued as early as possible and the report of anti-corruption, in the case of CCE 2003-4 may be declared null and void and a judicial commission consisting of the judges of High Court may please be constituted to probe into the matter.

aslamalikum..friends ..

we shouldnot be self centered you are taking for granted exams you appeared in ..as transparent n merit based result ..where as you are opposing the case of cce 2003...very strange......i second your view tht impartial judicial enquiry must be conducted to ascertain the reality of cce 2003 but declaring inquiry committee report is managed one ...seems hypocracy...double standards..on your part ..hope u dnt mind..we are here to share our views in a healthy discussion style
