It is clearly mentioned in the form that ' the person not related to the candidate' so he/she can't be your relative. 17th or 18th Grade officer can attest character certificate along with other documents. Character certificates are available at photo state shops.

Default Here is the Draft of Character Certificate for CCE-2013
Dear this is draft of Character Certificate required for CCE-2013. Below get the sign of two Officers BPS-17 or above.


CERTIFICATE OF CHARACTER



Certified that I have known Mr. _______________ S/o ____________ for the last five (05) years and that to the best of my knowledge and belief he bears reputable character and has not antecedent which render him unsuitable for Government employment.

Mr. _____________ S/o ______________ is not related to me.

Why there are two blanks for two different persons? We have to get a certificate which should be signed by a reputable person so there should be one blank or according to this draft two persons will sign this

Dear according to the SPSC Syllabus and guidline for candidates, its mentioned that Character Certificate should be signed by the two responsible persons. below is the draft of SPSC guidline. you may also check this in syllabus available on SPSC official website. http://spsc.gov.pk/advertisement-08_2013.htm

VII. The following Character Certificate in case the candidate(s) is not a
Government Servant:-
a. From the Principal or Academic Officer of his/her University or
College or School last attended, and

b. From two responsible persons who are well acquainted with
him/her in private life and or not connected with his/her
University or College or School.
