Dear, as per my opinion and source, criteria for out comers is more than 50%. in scrutiny test that was not more than 35% for insiders means (for us , who already in service). However, i also listened there have been huge numbers of candidates therefore, spsc first time introduced this scrutiny test to curtail the numbers of candidates and it is heard that number of passing marks may be extended up to 60%.
