Sorry bro bit frustated...yes outline matters lot. this 15to 30min effort justify either one can be an officer otherwise it destroys hard work of years of many talented candidates there are many talented doctors or students having great grasp on current affairs and english composition ..examiner i personally think mark pass or fail having a cursory view of merely an outline.you asked about marks i dont know how much marks .but outline is structure of essay..be careful outline generates from common sense.and one who made convincing coherrent and clear outline will go with bang otherwise bite the dust..any senior can guide u further.thats what i know..dont forget to justify your outline with facts qoutes and arguements in main body of essay
