It is pertinent to mention here that huge sums of money are spent by the state on the education of doctors and they owe it to the state and to the poverty-stricken people of this land.

PS- better service structure is the right of every employee of the state.

PPS- Big appology to the starter of this thread for annihilating the soul of this thread. Sir, on the issue of doctors, i won't be commenting on this thread anymore.
I won't hijack this thread further. We can have a debate on it in a separate thread, and I shall rebut every single one of your points.

Civil engineers don't have to worry. Even if the exam is cluster based, i am sure there will be a separate cluster for us. As per the revised syllabus, they have included two subjects namely "Town Planning and Urban Management" and "Environmental Sciences" which in fact disseminate from Civil Engineering. Just focus on your studies and leave the tension for others to bear.

I am not getting this whole"CLuster-Based-Exams" Can anyone please elaborate what about PSP and PAS? Are there is gonna need to have specific degree for opting PSP or PAS or what? I am totally confused .

I could be wrong in my analysis but after reading this news and related stuff what I have concluded is that cluster-based exam does not mean you are required to show specialized degree.

Cluster-based exam simply means that for a particular group you are required to appear in particular subjects. For example, for PAAS one will have to opt Business Administration, Accountancy & Auditing, Economics etc. For PAS one will have to opt Town Planning & Urban Management, Public Administration, Governance & Public Policies etc.

So, a candidate with a set of optionals will be restricted to choose one cadre among all that matches his/her optionals. A doctor/engineer/any other professional will be able to opt finance related subjects and go for PAAS.

According to 'popular reports' the new recruitment policy will be in place for CE-2017 and onward. What this policy will actually be is known only to our intelligent(and wild) guesses. So, can anyone come up with a rough guess as to when this policy will be revealed since it is just months before we leap into 2016 with CE-17 roughly 14 months away from there.

If the PM approves the reforms,they should be announced by May 2016.

Again, there is the probability "if PM approves".
its all dealt with constitution which can only be amended by parliament.
