Point number 5 in my online admission certificate states

5. Your application/documents have not been scrutinized so far. Therefore, your candidature is provisional subject to decision on your eligibility in terms of rules of CSS CE-2017. To avoid frustration, you are advised in your own interest to make sure before appearing in the examination that you fulfil all the requirements of the rules, relating to this examination. Later on if your candidature is rejected, your result shall not be announced in terms rule 12(vii), however, your chance on account of appearing in the examination shall stand consumed vide rule 7(viii). Therefore, before appearing in the examination, Rules for CSS CE-2017 may be read carefully, which are available on FPSC website
is this general clause or specific to my case?

Don't worry... Almost all exams' slips contain that clause..

I also have this clause in my certificate. Do I have to bring my credentials on exam day?

No, they are not needed. Documents are scrutinized after one clears the written exam.
