The question is when will this be applicable from? The notice for CE 2017 has already gone out.

We would probably have to wait on some official news, preferably from FPSC, regarding the year wherein this notion would take effect.

And also regarding any changes in the minimum qualification(s) of those who do get the age relaxation, if not everyone regardless.

I don't think the notice you're refering to carries any weight because this application submission will start in october and there's still plenty of time.
