Need a lil information from seniors as regarding Equalance certificates for foreign degrees . I Have completed a course for which hec gives equalance certificate of Masters . I am confused as when they ask you to submit degrees for any exams for which masters is needed bachelors degree should also have to be submitted . What should one do when he has opted for foreign qualification after fsc for which Masters equalance certificate is available . Does just submitting equalance certificate solve the issue for post like AD IB for which masters is required ?

Download Equivalence form from http://www.hec.gov.pk (the link is down at the moment, don't know why but it should restore soon), fill out the form and attach with it photocopies of all your educational certificates, NIC and domicile, pay challan of Rs. 5000/- (or so, don't remember and can't verify since the official link is down), attach the challan and send it to HEC office in Islamabad. Lateron they will ask you to send Original degree and also a verification letter from the university that awarded the degree. You will need to contact authorities in your university to send HEC an email. And thats it , you will soon receive your equivalence certificate. This whole process might take duration of upto a month, remain in contact with HEC officials via phone or person from cradle to grave (I mean from start of the process till you get the certificate in hand )

PS. You better be living in Islamabad, or have some good friend or relative living there who could go to HEC office time to time because, apply karen pata lag jaaye gaa kaise khuar karte hain .

One can also visit regional office of HEC.I visited their Regional offices for the same purpose. Even though I cannot tell you the whole process of acquiring the certificate because i no more wanted it and so i did not complete the process, but let me tell you that they were very helpfull. If there exists a regional office in you area just take the original documents (must) and their copies with you and the officials will guide you.

Yes dear, agar aap process complete karte to pata lagta , shru shru main to main bhi bara impress ho gaya tha buhut helpful hain . khaas tor pe email pe jitna inhon ne khuar kia, bechare university waale england se baar baar mere kehne pe email bhej rahe they phone kar rahey the aur in sahiban se maloom karo to pehla doosre ko forward kar raha hai doosra teesre ko teesra chothe ko karte karte 10 bandon se maloom kia aakhir tak nahin maane. phir Islamabad main bande dorane parey tab jaa ke kaam hua .

With this equalance certificate i will be able to appear for exams for which masters degree is required and will i be exempted to submit bachelors degree ?

Yes you should be, if the equivalence certificate issued by HEC stipulate your degree to be masters.

I earned my BE degree from England; and I am applying on that degree. Do I need some kind of attestation done from HEC etc body before applying for CSS 2013?

Yes,you need equivalence certificate from HEC and perhaps from PEC also (Pakistan Engineering Council) but yet i am not sure about it. I am l going the process

Is there any official guideline made available by FPSC on this matter? I would like to go through it as well.

you can read the rules and regulations section of FPSC for CSS. but one paragraph is very vague and says " The decision as to which foreign degrees or comparable
educational qualifications are equivalent to corresponding Pakistani degree rests solely with the Commission". Means they can reject/ask further equivalence certificate
