Brother this matter already discuss on forum in detail,You can get required answers of your queries, Whether an Army office Can Apply for CSS or Not!
My answer is yes; one can apply for CSS while serving in army as a officer,because there is already 10% Quota reserved for army, there is no written exam for them, they just give interview and fulfill other formalities, after selection they will be allocated to Pakistan Administrative service, Foreign Service and Police service of Pakistan.

Default Can an army officer go for css
I will add one more significant point here, in case there are exceeding number of volunteer army officers for css than their allocated 10%, then the remaining officers can appear in css as a normal candidates who are to go through the whole process.
