I believe there has not been even a single precedent so far where either of these institutions compromised on altering the exam date. You'll have to choose one. Further, you may contact through mail or phone.

Unhappy

You are right about that. But the problem is that I have to give the PPSC exam, and I also want to give the CSS except for the clashed paper. But according to the Rules if I skipped any paper then I won't ab able to give remaining papers and their result won't be displayed even for the papers that I have attempted.

Is there any possibility that I mark my attendance so that I can give the remaining paper and get the result about my remaining performance.

I still need to know how I performed in my remaining papers.

The official CSS rules dictate that once you enter the examination hall, you will not be allowed to leave until half time is over, even if you have marked your attendance and give a blank sheet.

Although the situation is unfortunate, but at this point I think you will simply have to pick which exam is your priority. If you still have CSS chances left then you can give CSS 2021.
