Default Islamabad vs Punjab (Lahore) domicile.

Dear experienced members,

Please shed light on a scenario where a person has the option to choose between getting a domicile of residence issued from Islamabad or Lahore. Mention pros and cons of each and which one would you recommend is better (amongst the two under discussion) from the perspective of CSS, other competitive examinations and government jobs in general.

There is no scenario where one can LEGALLY own two domiciles. In fact it's a punishable crime and will get you blacklisted from govt jobs, universities etc. .
Domicile technically means the area where you live or the area where you belong to. So if you belong to Lahore (born there/studied there/Father's from there) and live in Islamabad, you can technically apply for EITHER one but just don't mention it to anyone.
Nevertheless; Lahore's domicile is way better than Islamabad due to the fact that you can apply to appear in both CSS and PMS (in case of Lahore) and ONLY to CSS, NOT PMS (In case of Islamabad.) PPSC considers Islamabad to be a part of Federal territory and not Punjab. So Islamabad based domiciles are ineligible for PMS.
Also; Punjab has a lot more seats/quota in Govt jobs while most of the time the quota of Islamabad is added to Punjab or even totally ignored. So if you have an option of getting Either one, go for the Lahore based domiciled with your eyes closed- It's a no-brainer. Those who are domiciled in Islamabad are, more often than not, treated like a step-child in the quota.

I have read that Islamabad domicile holders are included in the 50% qouta reserved for Punjab. Is this rule always followed in the recruitments of different government offices, autonomous/semi-autonomous bodies/corporations, authorities etc.? Are Islamabad domicile holders included in the punjab quota for recruitment in Federal government offices only or are they considered for posts under the provincial government as well?

In Federal Govt. jobs, Punjab Quota includes Islamabad domicile holders, whereas in Provincial Govt. jobs, there is no Quota allocated for Islamabad domicile holders which is a pity and complete injustice.
