Since you seem knowledgeable about the subject I want to ask a couple of things:
What if you land a scholarship on your own? For example if you get Fulbright does the Ministry support you and your family financially and in term of obtaining visa, work permit for spouse etc?

Also if you choose to be posted in Karachi/Lahore/Quetta/Peshawar does it affect chances of growth given that you are outside the mainstream?

Also Training and Career Planning section in the Ministry sounds very encouraging. While I am very interested in Foreign Service, working for the government has never appealed to me. It seems things are better than they outwardly seem

Thank U sir for your detailed reply and concern . It's like my passion to have some post graduation in medicine and history and the same time .
I only asked if it is possible to study during posting abroad ? FSP is my fav group , preference after pas , these queries are for general knowledge of working of FSP , I know nothing about how it works .
