Good discussion. I also add here.
First of all select a wide range of topics. Write them on a page. Take out that page. Select a topic. Set a time duration of about an hour. Make sure you complete your outline in that stipulated time-frame. Now, try to understand the demand of the topic. A quotational topic is always tricky; try to find out what the examiner asks you. Once you become clear about the crux of the topic, make a thesis statement. Now your main heading should be based on the demand of the topic. If you successfully build the main heading and give enough but relevant material, i assure you will pass. However, if your main-heading goes irrelevant, you'll be in trouble. Another thing to keep in mind; a quotational essay does'nt usually ask you to write causes, consequences, suggestion. It rather wants you present a relevant, organised idea that can adequately answer the topic.

A few things more.
You do all this brainstorming as a rough work, on the very last few pages of the answer book, even you can do this on 4, 5 pages. during this process, try to bring out all relevant material onto the page. Analyse every point whether it relates to the topic or goes in a bit digression. Also try to bring out any relevant quote if you can. However it does'nt matter if can't manage any quote in your essay; your idea on the topic is given the supreme value. Now if you think that you have produced the best possible outline, try to make it neat in 5 minutes. If making outline takes you even one and a half hour, you can still write your essay in the remaining half period. The examiner is more interested in quality work. So dont worry about length. Most of candidates write about 15-page essay and succeed given the measure of relevance of your idea.

yes , it should be on the first few pages. However, before making it neat, it's better to do brainstorming on the last few pages of the answer sheet, make sure you have crossed them well before submitting the answer sheet.
