Default Which method to draw outline is better?

I have studied essay from a reputable teacher, who advised me to write the outline in sentence form. But CSP's and senior members of this forum suggest making the outline in heading, sub-heading, and sub-sub heading form.
If we follow heading and sub-heading method then how can I manage my time in the exam because I have to write paragraphs.
Some senior members justify it on the ground that if a candidate expands a heading to four or five sentences then he can cross 2500 words threshold.
Can one prove an argument or a point in four to five sentences? How many sentences make a standard paragraph? I was told that a paragraph must comprise 7 to 8 sentences.
And comment on my language.
