Is colonial mentality impeding Pakistan’s progress?

Yes, colonial mentality is impeding Pakistan’s progress.

2. How is the mentality impeding Pakistan’s progress?

a. Colonial mentality in politics

i. Feudal and dynastic politics; a hindrance to new vision and leadership
ii. Tug of war between ruling elite to control the country; emblematic of colonial mentality
iii. Policies and legislations to serve the elite instead of common people

b. Colonial mentality in governance

i. Bureaucracy is still working under colonial rules; red-tapism and lack of efficient administration
ii. Centralisation of power in few hands; a manifestation of old mentality
iii. Police and judiciary are still stuck in centuries-old rules; lack of impartial prosecution and speedy justice
iv. No accountability of public servants and representatives
v. Gap between public and administration

c. Colonial mentality in social sphere

i. Separate education systems for the poor and the elite; a characteristic of colonial-era
ii. Women are still deprived of their rights

3. Way forward

i. The introduction and prevalence of democratic values in political parties
ii. Decentralisation of power at all levels
iii. The adoption of modern governance system in administration
iv. Modernisation of police and judiciary to meet modern challenges

This outline seems both, emotional and imbalanced. Therefore you don't need to be emotional while attempting this essay: though the colonialism was a regressive process, but it was understandable from the realist point of view. As there is a tendency to the weak to be exploited by the strong. coming back to your outline, you need to change your first sentence. After that, you can put another heading defining the term colonial mentality. Your next heading can be to elucidate how and why colonial mindset is hampering country to progress and what are the reasons behind that ( How, why, what). Further, you should add economic exploitation, and add more points in the social sphere. Furthermore, psychological factors cannot be neglected, such as inferiority complex: English language their brands, products etc. If there are any positive impacts of colonialism you can add them too. e.g Singapore
During colonial era power was always centralized, Governor generals were overpowered. you have mentioned that in your outline, and you have recommended devolution of power at the grass root level. That suggestion is understandable but make it clearer to the reader, that, what do you want to say?
The overall essay should be balanced and ideas must be positive and constructive. You need to add more points to the suggestion side.

The ghost of colonial mentality is still chasing us.
