The topic directly against the government and government policies are not important for CSS exams.. For example u mentioned The topic Missing Person its not critical for exam....Rest of topics are ok

Energy Crisis came in 2012 essay paper so it is unlikely to appear in 2013.
Rest of them are quite probable.

If we analyse the papers of previous attempt (CE 12) especially for essay, the topics were related to Pakistan except one about UNO. So it is my personal experience that one should keep a vigilant eye on national issues rather than focusing on international.
One must have knowledge on general issues and there are many topics which are repeated every year so one must learn and make practice those topics i-e
Women ( status, socio-economic problems, empowerment etc)
Media (public opinion, negative n positive impacts, role in society, etc)
Democracy (Failure in pak, culture or process, comparison with other countries etc)
Education ( Literacy rate n illiteracy rate,Systems, kinds,problems, remedies, policies, HEC n its role,)
Corruption (types,Causes, remedies, pakistan's positions in transprency international , comparison with other nations, how to eradiate etc)
Terrorism ( Intro, causes, remedies, Pakistan's role in WOT, Us-Pak ties, Nato Supply etc)
Political instability ( provincialism, provincial autonomy, grudges of parties, etc)
Water n Energy crisis (Causes, remedies, Indus water treaty, ongoing problem , depeltion of indus, global warming, floods, mismanagement, etc)
P:S For Essays dont rely on single topic or topics are always repeated but the dimensions are changed. So keep practice because it is mentioned that CSS is rote learning.
Keep praying for my CE 2012 result.

Yes, asi your approach seems quite appropriate. we should consider all topics of national domain including some philosphical and literary one ..

Rights of Minorities in Pakistan is a burning issue and i think it is most expected to come in ESSAY PAPER if not then it will come in Pakistan Affair Paper.
Seniors please comment on this topic and if possible then make a fair outline related to the topic thanks.
