Dear,you can add these steps;

Terrorism and its roots in society

Causes
• The seed of Jehaad sworn by US in early 80s
• Misinterpretation of Islam.
• Lack of coordination between civil military intelligence agencies and law enforcing agencies.
• The pin drop silence from our Maulvies on Self –Bombardmnets.
• Civil and military imbalance.
• Disassociating oneself that it is not our war .This is our war keeping in view the damage it has done to national state assets, precious lives and our economic

Solution
• Proper teaching of Islam for those militants already in jail and in custody of Govt.
• Using these militants, already in jail, for negotiating with their leaders for peace talk.
• Generating more jobs and eradication of unemployment.
• Business loan for the uneducated people.
• It was not our war but we had been indulged in it. Now this is our war.
• Govt, Civilians, Military and political party must be on same page and to develop a consensus.
• Devising a National Anti-terrorism Authority, all the civil and military intelligence agencies and law enforcing agencies must work under its umbrella.

Policy for electricity shortfall
In order to cope with the severer shortfall of electricity, the federal govt has devised a pliocy, 30 percent of which make real sense and the rest is no more than a rhetoric speech. Actually the PMLN look eager to eradicate this power shortfall in less time and one can see they are putting maximum effort to increase the power generation capacity.
But a successful policy has three main pre- requiset:a clear and sincere vision, planning for implementation keeping in view the available and ground realities and the third and most important is how to flourish.
PMLN has the vision and want to deliver, but the main issue that will hinder them in flourishing towards their target is the lack of technology, skilled workforce and most mandatory is the continues financial assistance that will be required at every stage..
Such direct topics are not given as far as I know so you should practice wisely.

Don't write abbreviation like "govt".You must write full spellings.

Avoid spelling mistakes;Correct words are Policy, requisite

You should try any other topic that may need 'creative writing'.

I have a simlpe question, how start the eassy which is based on any domestic or international issue, can criticize in start or define the problem.
Always 'define' things in the beginning.Criticizing straight way in the introductory paragraph wouldn't leave positive impression on examiner.

Default I Disagree

You say that on one side there are 11 and on other side there is one but weigh equal. How can it be?1 is 1 and 11 is 11. You should say that it is dificult then others but not so that it can not be passed.
I think it is quite easy paper, not mark yeilding but easy to pass. Most of the aspirants can pass this exam without any preparation. But if they believe in themselves.

VI. CONCLUSION

Increasing food crises have affected millions of people world wide and, is now steadily creeping towards south asia including, Pakistan. Pakistan is a developing country with a serious issue of population. this, along with, unchecked corruption, faulty government policies and natural disasters has led the country to the brink of starvation. The food crises have serious implications on physical and psychological health of the citizens. Apart from this, it has also disrupted the social life of the country and plunged the majority into a storm of frustration, depression, stress and social insecurity. It is therefore imperative for the government to take measures to combat the menace of price hike.

Food crises may be defined concisely, as an increase in hunger and starvation. this differentiates it from hunger, although food crises are more common in population with prolonged hunger .

According to U.N international task force, the price of basic food items has risen by 83% in the past 36 months and around 850 million people are starving. this dire situation has resulted from the increasing demand in developing economies, change in eating habits, poor harvests, fluctuation in oil prices, diversion of grains to production of biofuels, allocation of large tracts of land for biofuel production, and manipulation of foreign hands in local market compared to domestic government.

Like the rest of the world, Pakistan too is caught up in the whirlwind of food crises. this has two implications: unavailability of food commodities and soaring prices due to the gap between demand and supply of items. world food program, in its report has speculated that the ongoing food crises in Pakistan are a continuation of wheat shortage crises of 2007-2008,which was tagged along with an increase in vegetable ghee, rice, fresh milk and vegetables.

The figures quoted by government of Pakistan present the fact “ the price of food items has increased by 35% between march 07’ and march 08’” while, on the other hand “the labour wage has increased by 17.5%” .this suggests that the purchasing power has dropped by 50%.

The prices of basic commodities including, fruits, vegetables, rice, lentils, cooking oils increase on almost weekly basis. majority of the population has to spend 75% of their meager income on food.

Poverty has limited the ability of the poor to the access of quality food. poor farmers with small farms, inefficient agriculture practices and antiquated machinery produce poor harvests. often, they cannot produce sufficient food to satisfy their needs and even less is their ability to produce surplus food for export.75% of the population is living below the standard line.

Pakistan is an agricultural country with 65% of the population directly or indirectly involved in the sector. Despite the fact, the productivity of harvests is low as the farmers still use primitive methods and old machines.

To act as a fuel on fire, the irrigation system, too has many faults. despite being a water resource rich country,30,000 cusecs of water is wasted every year. This is due to the inability to store water due to deficiency of storage dams.

Pakistan is an over populated country. although the current rate of growth has declined from 3%
In 1980 to 2.06% in 2010, still there are more mouths to feed then the grains to fill them. it is believed that at the current growth rate, Pakistan could emerge as the 4th largest nation by 2050.Due to the increased demand of food and decline in food harvests, the food crises of Pakistan present a situation, that is, beyond control.

Pakistan has been ranked 146th most corrupt nation in a list of 176 countries by the transparency international figures, as of 2010.this unchecked corruption has further aggravated the situation. the production of sugarcane and wheat is highly political in the country. many parliamentarians have direct or indirect role in this trade.

The government of Pakistan has done little to evade the present crises, infact they have played an active role in deteriorating the situation. As reported by the local media, government of Pakistan was aware of shortfall of sugarcane by 100 million tons in april 2010, but still they issued orders for the export of the crop. On the similar grounds, in 2007, when the wheat crises first emerged and the price of flour escalated to 83%, the government in a bid to make more profits ordered more export than ever before and exploited the already dismal conditions. the government of Pakistan has a history of such faulty and irresponsible policies, where they export crops already in short supply in domestic market and export commodities already overflowing in garrisons.

Corporate finance ordinance, introduced under the general musharaff regime has further played a significant role in exacerbating the present situation. according to the ordinance, large tracts of land are leased out to the developed countries. richer countries, such as Saudi arabia and dubai are struggling to feed their population and this ordinance accommodates their necessity. on the other hand, the government of Pakistan has continued to lease out land despite food shortage back home.

According to the local media, private sector has colluded with the government to exploit the interests of the consumers. persistent shortage of electricity has a negative impact on wheat industry. resultantly, the production of flour has dropped. the mill owners buy flour at a cheap rate from the government and market it at an increased price.

Hoarding and smuggling, as a part of myopic strategy by the business man has also worsened the circumstances. they create an artificial shortage of food items in the market. Later on, the same commodity is sold out at a much higher price.

The flood of 2010 further worsened the already miserable situation. the country’s economy was not in a position to accommodate migration of millions of people to safe haven. particulary, in the province of sindh and Punjab, standing crops were damaged. the flood affected sugarcane, cotton and wheat crops immensely.

The secretary-general of U.N ban ki moon has stated “food crises could touch off cascade of related issues-trade, economic growth, social progress…”this illustrates the seriousness of the situation. To offset the situation, he even lead a concerted effort of 27 U.N agencies at a conference in the swiss capital of Bern.

Food and agriculture organization has reported that the prevalence of hungry and starving people is increasing at a monstrous rate. it has also been observed almost the half the population takes fewer calories than is recommended for an average human need. Consequently, body slows down and such individuals find it difficult to undertake the work needed to produce more food. At the same time, an unhealthy body cannot make the best use of the available food resources. A malnourished mother bears underweight children who have a future of stunted growth, learning disbilities and reduced resistence to diseases. The unprecedented price hike has reduced the ability of the masses to buy a proper meal. in addition, they cannot go to health care centres and lack the money needed to buy medicines.

Experts in Pakistan have voiced concern over the social impact of food hike on the population. according to them, if the crises are not contained and controlled, people might foray food stores. this will add more miseries to the government, as they will have to spare and spend on monetary incentives to control the criminal situations in the provision of security to the public. the escalating prices compel the people to lead a mischevious life with an abhorred status. the purchasing power of the common mass has vanished into thin air. As a result of the price hike the society is divided into those with “haves” and “have-nots” and push the majority to the cave of poverty. this class distinction may sprout a feeling of social insecurity, and injustice paving the way to breaching law and order situation. this has also disrupted the traditional joint family system which is a characteristic of the Pakistani society. people now tend to restrict the size of their families to ward off additional monetary burden. social life has disrupted. people are always consumed with the thought of fulfilling their basic needs and this has an adverse impact on the social life. research conducted showed that people resort to load dependency as the panacea to their problems but this further buds off additional problems. increase in illiteracy and unemployment is also rampant in such circumstances.

Psychologists believe that the ever-increasing price of food commodities will give birth to a feeling of frustration, evident from the increasing number of protests and hassles thereof.in addition, it has also been observed that the prevalence of depression, anxiety stress ,strain conduct disorders is also on rise in societies with a high level of inflation. People change their eating habits to accommodate the price hike. the stress ful situation also has an adverse impact on the growing children. research has also corroborated the fact, that intelligence increases in a progressive environment and declines in a repressive society.

International experts believe that Pakistan with an agro based economy can easily revert the situation by taking responsible steps. pakistan is blessed with natural resources but faulty policies and corrupt government has played a pivotal role in ruining the economy of the country. now is the time that each sector should realize its mistakes and take corrective measures to the best of its ability. The government should introduce agricultural friendly policy. this policy should be aimed at curbing the difficuilties of the poor farmers. subsidies should be given to help them buy fertilizers, pesticides and machinery.Government should take important steps to ensure that old practices and machinery should be discarded in favour to new technology to increase the per capita income. seminars and advertisements should be designed so as to increase the awareness among farmers to maximize yield. Farmer friendly incentives should be introduced so as to encourage people to resort to agriculture. government should ensure that the farmers should be provided with all the necessary modern farming techniques at subsidized rates and they should not be allowed to be exploited on the name of loan.

Researchers should also play a conducive role in this regard. new seeds should be introduced that can cope with the climate of different areas and with minimum requirements. they should also provide a solution to soil erosion in the wake of annual floods. awareness should be spread to increase fertility of soils. disaster management committee should perform its duties effectively and warn people of impending natural disasters well in time so they can take steps to ensure safety of themselves and their crops.

Government should take proper steps to combat irrigation problems. drip irrigation system is the new type of irrigation system adopted by many nations in the world. it minimizes water loss and ensures that each crop gets water according to its requirement. pakistan has yet to adopt this system. government should introduce responsible steps to overcome the menace of food crises. Accountability should be held for those responsible for hoarding and smuggling and they should be brought to book. Politisization of crops should not be permitted. government should devise import and export policy carefully, keeping in mind the trends of the local markets. Laws should be enacted to prevent deliberate variation in prices.

Nonetheless, the present crises cannot be resolved by one sector alone. it requires multi- sectoral strategy with cooperation, collaboration and commitment to avert the present situation. Taxes on agricultural products should be imposed but, the limit of landowning should also be set up. otherwise, it’s only the small fishes that will caught in the net while the bigger fishes will go scott-free.

Pakistan, with a huge population of 160 million, finds it difficult to feed the growing nation. it is caught up in the global food crises. The government has failed to take timely, important steps needed to avert the situation. At the same time, electricity outages, irrigation problem, floods have also played a havoc to the already miserable situation. Corruption, hoarding, smuggling, irresponsible government policies have increased the number of hungry and starving people in the agricultural country. To cope with the situation, government should join hands with agricultural sector and, together in collaboration the situation can be ameliorated.

All the best !
