Control over population.
State should double the budget for education.
State should focus on industrialization.
Women should contribute in uplift of the country.
State should control energy crises.

State has to give subsidies on fertilizers.
Masses should pay their taxes.
Conclusion
If people of the country living in irksome situation and politicians collect heaps of money in foreign countries, why country can prosper?
State and masses can control this agitation condition.
Masses should work for the progress of the country.

Well, I must say it was a good attempt. But I saw a few imperfections. I hope you would take them positively.
The title "A country is backward because its people are backward" suggests that we have to defend this "because" fact in the essay. We have to build a connection between the backwardness of a country and the backwardness of its people. You tried to grasp this point in "Backwardness is malign for country" part. This is the focal point of the essay. I suggest to improve arguments of this heading rather than to find out reasons behind people's backwardness. And after it, suggestions can be put forward regarding improvement in the people's conditions for country's betterment.
To me, the title does not ask for "reasons" and "remedies" of backwardness of the people. What I have learnt is to focus the essay title and qualify it.
