I would highly recommend to opt "Public Administration" instead of "Business Administrartion", it's gonna help you out more.

If your domicile is from Punjab then you'll appear from Punjab, you can checkout the quota system of CSS on any online source, or simply go to FPSC's website.

There are rumours around that exams have been delayed but FPSC did delay recruitment procedures due to Corona Crises! First it has to carry out those recruitments and than conduct the CSS Special Exam so chances are high that CSS Exam has been delayed by atleast 3 months

Please don't give out wrong information. A candidate can appear in any center all over Pakistan (which they choose at the time of submitting the application), domicile of the candidate has nothing to do with the test center location.
