cant it be challenged in the court of law....is the decision of ED is so sacrosanct...? afterall they would have any thing in mind for that....if the minority qouta is 2 per cent it means from 20 seats they have share of .04 and that too in the entire seats....i guess minority weightage is 2 per cent(correct me if i am wrong)....how come that they are being given the entire seat...that is strange....whereas the women share is 10 per cent and they have been 2 seats which is correct...anyways....

yes it is correct. As negative and positive fractions carried over to next year. Perhaps sindh Rural carried over a negative fraction of IRS from past year. FSP seat is given to minorities because there fraction is accumulated from past several years.

Minority quota i think can be challenged. Let me tell you after 10 years there will be more carried over seats for minorities than the total fresh seats available on merit.Most seats go vacant usurping the right of deserving candidates. Calculation is correct as it is due to past years fractions.
