Can you explain the concept of ZERO PREPARATION? I mean can you please elaborate what you mean by that?

People have done it before. I saw a guy here who prepared for 14-15 days only and ended up in OMG. Though it was his 2nd or 3rd attempt.

A person taking his third attempt can do it provided he prepared hard for his previous attempts.In fact If you prepare for CSS properly for your first attempt you do not required months and months of preparation and you can build on your previous preparations.But for your further Information I can quote an example of a person who I hope has never been a member of this forum but stood first with virtually zero preparation;Mr.Atizaz Ahsan renowned Lawyer and Politician of Pakistan.I know this as he is my fathers friend.He once told even he was campaigning for some election a day before CSS exam and topped in East West Pakistan both.But remember the man already did Law Tripos and a Barrister with extensive knowledge of History,Arts,Humanities and Law.
