Do we have to send the full page of DPC or half of the pagw will be torn and kept with the department?

Is it necessary to get the degrees attested by gazetted officer or a government employee? or we can have them attest by a private employer too?

Gazetted employees of grade 16 or above.
Must be Govt. Servant.
Private employees not allowed to attest.
