is a stammer eligible to compete for CSS as in rules it is mentioned that
it would be noted that candidate's speech is without impediment

Only the officials can guide you best in this regard. But then the intensity of the problem varies. A speech therapist can best help you to improve it..

if this is the problem with you then i think that you are not eligible. as you yourself mentioned that in rules it is written that speech should be without impediment
bt this is my analysis and answer i may be wrong as i am new to this forum. Seniors are always there to help you
