i am giving here a situation for command task, plz guide me how to present it, those members who are csps, their suggestions are required.

case
a person has a material which he wanted to publish in a news paper, that article is against the security of the state. gavernment has given orders to seal the press.but journalist union want to publish it within next few days to show the press is independent. as an information officer.how will u handle that"

opinion: I am an information officer, so I my obligation is to the state first...
Our constitution's article 19 says that press cannot publish anything against the security and integrity of the state...so I will not allow, in principle, to publish anything against the security...I am also aware of the fact that in this age of technology no govt can hide any article by simply barring some newspapers...
action: I will meet journalist union's representative and tell him my opinion...I will try my best to avoid any deadlock, which can result in protests...I will also convince him that the national security comes first...and I will conclude that if the journalist union still want to publish the article(which is their right of freedom of expression) they must;
1. Not violate the articla 19 of constitution
2. Must clearly mention their sources
3. Must also mention that it is the newspaper's opinion (which can be wrong)

The I will appoint a committee of reporters, writers and journalist to find a counter-narrative of the above article and publish it in the newspaper as well...so that the masses could have two narratives atleast...
