If U take my view,
A Federal Minister exercises Functions and Responsibities of a Particular one or more ministries of Federating Units e.g States or provinces.
While A State Minister may Exercise the same Functions and responsibilties of a Federal minister( In Case there is no federal Minister) or may assiss Federal Minister in discharge of His duties.( In case where there is a Federal Minister).

Minister of State (wazeer-e-mumlikat) is a junior minister, who is assigned to assist a specific Cabinet Minister or Federal Minister i.e. wafaqi wazeer. Minister of State can also have independent charge of a ministry but usually it doesn't happen.

For example, when Ijaz-ul-Haq was the Federal Minister for Religious Affairs in the previous government, Amir Liaquat Hussain was the Minister of State for the same ministry.

According to the Rules of Business, Government of Pakistan, rule -2, sub Rule (xiii) "Minister" means the Federal Minister-in-Charge of the Ministry to which a particular case pertains and includes a Minister without portfolio and a Minister of State; and also check the following links:
