You can read the purpose and implementation of 18th amendment in this regard. The article that grants the provinces an autonomous status and the system of local body representation.

Who introduced LFO?
Who appoints the governor of a province?
some related to federation and state etc. and a few from constitution and policy making.. sorry but unable recall them.
