How to attempt ..

How to attempt question regarding public administration? I mean is there any specific theme like background of the issue, current scenario and than conclusion at the end?

Secondly, one should start from the outline at the beginning or headings or sub-headings can work?

Heading and sub-heading should be preferred. It depends on questions how they are settled and paper setter asking for what. Now paper setter tries to take opinion specifically regarding administration in pakistan. He would ask you to give reasons of failure or hurdles and suggestions or what is procedure of budgeting, planning etc..!!

hey not every question requires intro or background "for example application of webers theory in pakistan's bureaucracy" this question doesn't require any intro heading give them thesis statement or paragraph in the beginning then you can add heading or sub headings according to your style of writing . intro method is quite childish way and instead of mentioning conclusion start last paragraph with " in short ., concluding, crux of detail etc etc . best of luck

well everyone has its own approach to define the particular topic. well first i will answer your second question regarding heading. So the heading and subheading is included in answer that an examiner can read and understand the answer and your points that how you had define the topic.

about question number one is that generally no subject have any theme to define any thing in answer book as it depends on the question that has been asked.
for instance question is asked about the "define Financial administration and its role in progress of the state" simply then you don't need to go into any history as it doesn't asked in question. on the other hand if you are asked about the "theories of the administration" then you have to give some aspect of historical perspective of the administration.

so again it vary on the question that has been asked... irrelevance wont give marks but it may become reason to deduct the same!!!
