How to attempt ..
How to attempt question regarding public administration? I mean is there any specific theme like background of the issue, current scenario and than conclusion at the end?
Secondly, one should start from the outline at the beginning or headings or sub-headings can work? |

about question number one is that generally no subject have any theme to define any thing in answer book as it depends on the question that has been asked. for instance question is asked about the "define Financial administration and its role in progress of the state" simply then you don't need to go into any history as it doesn't asked in question. on the other hand if you are asked about the "theories of the administration" then you have to give some aspect of historical perspective of the administration. so again it vary on the question that has been asked... irrelevance wont give marks but it may become reason to deduct the same!!!
