President Dwight D. Eisenhower's Farewell Address (1961)

On January 17, 1961, in this farewell address, President Dwight Eisenhower warned against the establishment of a "military-industrial complex."

In a speech of less than 10 minutes, on January 17, 1961, President Dwight Eisenhower delivered his political farewell to the American people on national television from the Oval Office of the White House. Those who expected the military leader and hero of World War II to depart his Presidency with a nostalgic, "old soldier" speech like Gen. Douglas MacArthur's, were surprised at his strong warnings about the dangers of the "military-industrial complex." As President of the United States for two terms, Eisenhower had slowed the push for increased defense spending despite pressure to build more military equipment during the Cold War’s arms race. Nonetheless, the American military services and the defense industry had expanded a great deal in the 1950s. Eisenhower thought this growth was needed to counter the Soviet Union, but it confounded him. Through he did not say so explicitly, his standing as a military leader helped give him the credibility to stand up to the pressures of this new, powerful interest group. He eventually described it as a necessary evil.

A vital element in keeping the peace is our military establishment. Our arms must be might, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction. . . . American makers of plowshares could, with time and as required, make swords as well. But now we can no longer risk emergency improvisation of national defense; we have been compelled to create a permanent armaments industry of vast proportions. . . . This conjunction of an immense military establishment and a large arms industry is new in the American experience. . . .Yet we must not fail to comprehend its grave implications. . . . In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.

The end of Eisenhower’s term as President not only marked the end of the 1950s but also the end of an era in government. A new, younger generation was rising to national power that would set a more youthful, vigorous course. His farewell address was a warning to his successors of one of the many things they would have to be wary of in the coming years.

On January 20, 1961, President John F. Kennedy delivered his inaugural address in which he announced that "we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe to assure the survival and success of liberty."

The inaugural ceremony is a defining moment in a President’s career, and no one knew this better than John F. Kennedy as he prepared for his own inauguration on January 20, 1961. He wanted his address to be short and clear—devoid of any partisan rhetoric and focused on foreign policy. He began constructing the speech in late November, working with friends and advisers. While his colleagues submitted ideas, the speech was distinctly the work of Kennedy himself. Aides recount that every sentence was worked, reworked, and reduced. It was a meticulously crafted piece of oratory that dramatically announced a generational change in the White House and called on the nation to combat “tyranny, poverty, disease, and war itself.”

Kennedy wrote his thoughts in his nearly indecipherable longhand on a yellow legal pad. The climax of the speech and its most memorable phrase, “Ask not what your country can
do for you—ask what you can do for your country,” was honed down from a thought about sacrifice that Kennedy had long held in his mind and had expressed in various ways in campaign speeches.

The founding of the Peace Corps is one of President John F. Kennedy's most enduring legacies. Yet it got its start in a fortuitous and unexpected moment. Kennedy, arriving late to speak to students at the University of Michigan on October 14, 1960, found himself thronged by a crowd of 10,000 students at 2 o'clock in the morning. Speaking extemporaneously, the Presidential candidate challenged American youth to devote a part of their lives to living and working in Asia, Africa, and Latin America. Would students back his effort to form a Peace Corps? Their response was immediate: Within weeks, students organized a petition drive and gathered 1,000 signatures in support of the idea. Several hundred others pledged to serve. Enthusiastic letters poured into Democratic headquarters. This response was crucial to Kennedy's decision to make the founding of a Peace Corps a priority. Since then, more than 168,000 citizens of all ages and backgrounds have worked in more than 130 countries throughout the world as volunteers in such fields as health, teaching, agriculture, urban planning, skilled trades, forestry, sanitation, and technology.

By 1960 two bills were introduced in Congress that were the direct forerunners of the Peace Corps. Representative Henry S. Reuss of Wisconsin proposed that the Government study the idea, and Senator Hubert Humphrey of Minnesota asked for the establishment of a Peace Corps itself. These bills were not likely to pass Congress at the time, but they caught the attention of then-Senator Kennedy for several important reasons. In contrast to previous administrations, Kennedy foresaw a "New Frontier" inspired by Roosevelt's New Deal. The New Frontier envisioned programs to fight poverty, help cities, and expand governmental benefits to a wide array of Americans. In foreign affairs, Kennedy was also more of an activist than his predecessor. He viewed the Presidency as "the vital center of action in our whole scheme of government." Concerned by what was then perceived to be the global threat of communism, Kennedy looked for creative as well as military solutions. He was eager to revitalize our program of economic aid and to counter negative images of the "Ugly American" and Yankee imperialism. He believed that sending idealistic Americans abroad to work at the grass-roots level would spread American goodwill into the Third World and help stem the growth of communism there.

Kennedy lost no time in actualizing his dream for a Peace Corps. Between his election and inauguration, he ordered Sargent Shriver, his brother-in-law, to do a feasibility study. Shriver remembered, "We received more letters from people offering to work in or to volunteer for the Peace Corps, which did not then exist, than for all other existing agencies." Within two months of taking office, Kennedy issued an Executive order establishing the Peace Corps within the State Department, using funds from mutual security appropriations. Shriver, as head of the new agency, assured its success by his fervent idealism and his willingness to improvise and take action. But to have permanency and eventual autonomy, the Peace Corps would have to be approved and funded by Congress. In September 1961, the 87th Congress passed Public Law 87-293 establishing a Peace Corps. By this time, because of Kennedy’s Executive order and Shriver's leadership, Peace Corps volunteers were already in the field.

John Glenn conducted the first manned space orbit of the earth on February 20, 1962. This is the transcription of his in-flight communication with Mission Control in Florida.

Soviet scientists stunned the world on October 4, 1957, when they launched a satellite, called Sputnik I, into orbit around the earth. It weighted 184 pounds. A month later they exceeded their previous mark by launching a larger satellite that weighed 1,120 pounds and carried a dog. This amazing scientific accomplishment sent a shock wave through America. The military significance of Sputnik was lost on no one, for if the Soviets could fire heavy objects into outer space, they could certainly reach America with intercontinental missiles loaded with nuclear warheads. A space and arms race fever swept the nation, and by January 31, 1958, America regained some confidence and prestige by launching Explorer I, a grapefruit sized-sized (2.5 pounds) satellite, into orbit. To stay competitive in this race, President Eisenhower proposed and Congress passed the National Defense and Education Act, which authorized $887 million in loans and grants to aid college students in teaching sciences and languages. Between 1958 and 1961, a series of unmanned launches by the Americans and the Soviets resulted in the launch of the first man into space by the Soviets on April 12, 1961. Just over 20 days later, on May 5, Alan B. Shepard, Jr., became the first American in space.

John Glenn blasted into orbit around the earth on February 20, 1962. Encased in a bulky pressurized suit, strapped into a seat, and crammed into a tiny capsule, Glenn put his life at risk as he traveled at 17,500 miles per hour 160 miles above Earth. With great skill, courage, and grace, Glenn manually piloted Friendship 7 when the autopilot function failed. Mission Control was also concerned about whether the capsule's life-saving heat shield would hold when Glenn reentered the atmosphere. After Glenn began his second orbit, Mission Control received a signal that the heat shield, designed to prevent the capsule from burning up during reentry, was loose. Although it could have been a faulty signal, Mission Control took no chances. Normally, the retropacket package would be jettisoned after the rockets were fired to slow the capsule for reentry. In this case, however, Glenn was ordered to retain the retropack to hold the heat shield in place. While struggling to maintain control of the spacecraft, Glenn watched as huge chunks flew past the window and wondered whether it was the retropack or heat shield breaking up. The heat shield held. If it hadn't, Glenn and his capsule would have been incinerated. Glenn returned to Earth after five hours, suffering no injury more severe than scraped knuckles, sustained as he prepared to exit the capsule after a safe splashdown.

In the flood of enthusiasm after Glenn’s flight, President John F. Kennedy proposed a new challenge on September 12, 1962, in an address at Rice University:

There is no strife, no prejudice, no national conflict in outer space as yet. Its hazards are hostile to us all. Its conquest deserves the best of all mankind, and its opportunity for peaceful cooperation many never come again. But why, some say, the moon? Why choose this as our goal? And they may well ask why climb the highest mountain? Why, 35 years ago, fly the Atlantic? Why does Rice play Texas?

We choose to go to the moon. We choose to go to the moon in this decade and do the other things, not because they are easy, but because they are hard, because that goal will serve to organize and measure the best of our energies and skills, because that challenge is one that we are willing to accept, one we are unwilling to postpone, and one which we intend to win, and the others, too.

Throughout 1962, in the midst of the Cold War, the movement of Soviet personnel and equipment to Cuba had aroused suspicions in the American intelligence community. In response, U.S. ships and planes began photographing every Cuba-bound Soviet vessel, and U-2 spy planes began regular reconnaissance flights over the island, just 90 miles off the coast of Florida. On September 13, Kennedy warned Soviet Premier Khrushchev: "If at any time the Communist build-up in Cuba were to endanger or interfere with our security in any way . . . or if Cuba should ever . . . become an offensive military base of significant capacity for the Soviet Union, then this country will do whatever must be done to protect its own security and that of its allies." Despite Kennedy's warnings, the Soviets continued to construct the bases, and the United States continued to monitor their activities and take pictures.

Bad weather in the Caribbean the week of October 7, 1962, prevented American U-2 surveillance planes from making more reconnaissance flights over Fidel Castro's Cuba. But Sunday morning, October 14, was cloudless, and the U-2 flight took photographs that, over the next few days, were analyzed and reanalyzed. They provided positive proof of what the United States had for months suspected: that the Soviet Union was installing medium-range nuclear weapons in Cuba, capable of striking major U.S. cities and killing tens of millions of Americans within minutes. With the October 14 photographs, the United States caught the Soviet Union building offensive nuclear missile bases in its backyard, and the two superpowers were now joined in the first direct nuclear confrontation in history.

In a televised address on October 22, 1962, President Kennedy informed the American people of the presence of missile sties in Cuba. When the United States put a naval blockade in place around Cuba, tensions mounted, and the world wondered if there could be a peaceful resolution to the crisis. Kennedy's speech drew wide support in Latin America and among United States’ allies. The Pentagon continued plans for possible air strikes and a land invasion. Several Soviet vessels turned back from the quarantine line set by the navel blockade, and during a televised confrontation with the Soviet Union in the United Nations, the United States presented photographic proof of the missiles.

On Sunday, October 28, the Soviets agreed to remove the missiles from Cuba. Negotiations for final settlement of the crisis continued for several days, but the immediate threat of nuclear war had been averted. On November 20, Kennedy announced, "I have today been informed by Chairman Khrushchev that all of the IL-28 bombers in Cuba will be withdrawn in thirty days. . . . I have this afternoon instructed the Secretary of Defense to lift our naval quarantine." In addition, the United States agreed that it would never participate in an invasion of Cuba, and Kennedy ordered the dismantling of several obsolete American air and missile bases in Turkey.

In August of 1945, when the United States dropped two atomic bombs on Japan, World War II came to a conclusion.

Continued testing of atomic and then hydrogen devices lead to a rising concern about the effects of radioactive fallout. As knowledge of the nature and effects of fallout increased, and as it became apparent that no region in the world was untouched by radioactive debris, the issue of continued nuclear tests drew widened and intensified public attention. Apprehension was expressed about the possibility of a cumulative contamination of the environment and of resultant genetic damage.

Efforts to negotiate an international agreement to end nuclear tests began in the Subcommittee of Five (the United States, the United Kingdom, Canada, France, and the Soviet Union) of the United Nations Disarmament Commission in May 1955. Public interest in the course of the negotiations was active and persistent. A dozen resolutions of the UN General Assembly addressed the issue, repeatedly urging conclusion of an agreement to ban tests under a system of international controls. Efforts to achieve a test ban agreement extended over eight years because they involved complex technical problems of verification and the difficulties of reconciling deep-seated differences in approach to arms control and security. The uneven progress of the negotiations was also a result of regular fluctuations in East-West political relationships during the Cold War.

The Test Ban Treaty was signed in Moscow on August 5, 1963; ratified by the United States Senate on September 24, 1963; and entered into force on October 10, 1963. The treaty prohibited nuclear weapons tests "or any other nuclear explosion" in the atmosphere, in outer space, and under water. While not banning tests underground, the treaty prohibited such explosions if they caused "radioactive debris to be present outside the territorial limits of the State under whose jurisdiction or control" the explosions were conducted. In accepting limitations on testing, the nuclear powers accepted as a common goal "an end to the contamination of man's environment by radioactive substances."

The civil rights movement in the United States during the late 1950s and 1960s was the political, legal, and social struggle to gain full citizenship rights for black Americans and to achieve racial equality. Individuals and civil rights organizations challenged segregation and discrimination using a variety of activities, including protest marches, boycotts, and refusal to abide by segregation laws.

On August 28, 1963, more than 250,000 demonstrators descended upon the nation’s capital to participate in the “March on Washington for Jobs and Freedom.” Not only was it the largest demonstration for human rights in United States history, but it also occasioned a rare display of unity among the various civil rights organizations. The event began with a rally at the Washington Monument featuring several celebrities and musicians. Participants then marched the mile-long National Mall to the Memorial. The three-hour long program at the Lincoln Memorial included speeches from prominent civil rights and religious leaders. The day ended with a meeting between the march leaders and President John F. Kennedy at the White House.

The idea for the 1963 March on Washington was envisioned by A. Philip Randolph, a long-time civil rights activist dedicated to improving the economic condition of black Americans. When Randolph first proposed the march in late 1962, he received little response from other civil rights leaders. He knew that cooperation would be difficult because each had his own agenda for the civil rights movement, and the leaders competed for funding and press coverage. Success of the March on Washington would depend on the involvement of the so-called “Big Six”—Randolph and the heads of the five major civil rights organizations: Roy Wilkins of the National Association for the Advancement of Colored People (NAACP); Whitney Young, Jr., of the National Urban League; Rev. Martin Luther King, Jr., of the Southern Christian Leadership Conference (SCLC); James Farmer of the Conference of Racial Equality (CORE); and John Lewis of the Student Nonviolent Coordinating Committee (SNCC).

The details and organization of the march were handled by Bayard Rustin, Randolph’s trusted associate. Rustin was a veteran activist with extensive experience in putting together mass protest. With only two months to plan, Rustin established his headquarters in Harlem, NY, with a smaller office in Washington. He and his core staff of 200 volunteers quickly put together the largest peaceful demonstration in U.S. history.

Civil Rights Act (1964)

In a nationally televised address on June 6, 1963, President John F. Kennedy urged the nation to take action toward guaranteeing equal treatment of every American regardless of race. Soon after, Kennedy proposed that Congress consider civil rights legislation that would address voting rights, public accommodations, school desegregation, nondiscrimination in federally assisted programs, and more.

Despite Kennedy’s assassination in November of 1963, his proposal culminated in the Civil Rights Act of 1964, signed into law by President Lyndon Johnson just a few hours after House approval on July 2, 1964. The act outlawed segregation in businesses such as theaters, restaurants, and hotels. It banned discriminatory practices in employment and ended segregation in public places such as swimming pools, libraries, and public schools.

Passage of the act was not easy. House opposition bottled up the bill in the House Rules Committee. In the Senate, opponents attempted to talk the bill to death in a filibuster. In early 1964, House supporters overcame the Rules Committee obstacle by threatening to send the bill to the floor without committee approval. The Senate filibuster was overcome through the floor leadership of Senator Hubert Humphrey of Minnesota, the considerable support of President Lyndon Johnson, and the efforts of Senate Minority Leader Everett Dirksen of Illinois, who convinced Republicans to support the bill.

Tonkin Gulf Resolution (1964)

On August 4, 1964, President Lyndon Johnson announced that two days earlier, U.S. ships in the Gulf of Tonkin had been attacked by the North Vietnamese. Johnson dispatched U.S. planes against the attackers and asked Congress to pass a resolution to support his actions. The joint resolution “to promote the maintenance of international peace and security in southeast Asia” passed on August 7, with only two Senators (Wayne Morse and Ernest Gruening) dissenting, and became the subject of great political controversy in the course of the undeclared war that followed.

The Tonkin Gulf Resolution stated that “Congress approves and supports the determination of the President, as Commander in Chief, to take all necessary measures to repeal any armed attack against the forces of the United States and to prevent any further aggression.” As a result, President Johnson, and later President Nixon, relied on the resolution as the legal basis for their military policies in Vietnam.

In 1965, the passage of the Social Security Act Amendments, popularly known as Medicare, resulted in a basic program of hospital insurance for persons aged 65 and older, and a supplementary medical insurance program to aid the elderly in paying doctor bills and other health care bills. It was funded by a tax on the earnings of employees, matched by contributions by employers, and was well received. In the first three years of the program, nearly 20 million beneficiaries enrolled in it.

Debate over the program actually began two decades earlier when President Harry S. Truman sent a message to Congress asking for legislation establishing a national health insurance plan. At that time, vocal opponents warned of the dangers of “socialized medicine.” By the end of the Truman’s administration, he had backed off from a plan of universal coverage, but administrators in the Social Security system and others began to focus on the idea of a program aimed at insuring Social Security beneficiaries whose numbers and needs were growing.

The 1950 census showed that the aged population in the United States had grown from 3 million in 1900 to 12 million in 1950. Two-thirds of older Americans had incomes of less than $1,000 annually, and only one in eight had health insurance. Between 1950 and 1963, the aged population grew from about 12 million to 17.5 million, or from 8.1 to 9.4 percent of the U.S. population. At the same time, the cost of hospital care was rising at a rate of about 6.7 percent a year, several times the annual increase in the cost of living, and health care costs were rapidly outpacing growth in the incomes of older Americans.

Private insurers had long considered this illness-prone population a "bad risk.” A broad debate about the need for a social insurance program to provide older Americans with reliable health care coverage started within the Social Security Administration and in Congress. Public hearings were held, and the House of Representatives considered several proposals, but the debate did not intensify until 1960, when it became clear that private insurers were becoming increasingly incapable of providing comprehensive, affordable health care coverage to the rapidly growing population of older adults. Between 1960 and 1965, the health coverage debate was a front burner issue in Congress, with dozens of proposals introduced and testimonies given by representatives of major organizations, including the American Hospital Association, the American Medical Association, and the AFL-CIO.

After Congress passed the legislation in the summer of 1965, President Lyndon Johnson decided to sign the bill with former President Truman at the Truman Presidential Library in Independence, MO, in order to recognize Truman’s early effort to establish a national health insurance program. On July 30, 1965, Air Force One departed for Missouri with the President; Mrs. Johnson; George Meany, president of the AFL-CIO; Secretary of Health, Education and Welfare Anthony Celebrezze; Governor John Connally of Texas; 13 U.S. Senators; and 19 U.S. Representatives. President Johnson and his party were met by President and Mrs. Truman at the Truman Library in Independence. They visited for some time before moving on to the platform in the auditorium of the library for the bill signing. After some brief remarks, President Johnson signed into law the Medicare Social Security Amendments. Johnson gave the first souvenir pen to Mrs. Truman and the next to President Truman and then the remainder of the pens to guests on the platform.
