Very early in his political career, as state senator and later as Governor of New York, President Roosevelt was concerned with human rights in the broadest sense. During 1940, stimulated by a press conference in which he discussed long-range peace objectives, he started collecting ideas for a speech about various rights and freedoms. In his Annual Message to Congress of January 6, 1941, he asked the people to work hard to produce armaments for the democracies of Europe, to pay higher taxes, and to make other sacrifices. Also, in memorable phrases, he envisioned a better future, founded upon four freedoms: the "four essential human freedoms," some traditional and some new ones. The four freedoms he outlined were freedom of speech, freedom of worship, freedom from want, and freedom from fear. As America became engaged in World War II, painter Norman Rockwell did a series of paintings illustrating the four freedoms as international war goals that went beyond just defeating the Axis powers. The paintings went on a national tour to raise money for the war effort. After the war, the four freedoms appeared again imbedded in the Charter of the United Nations.

Lend-Lease Act (1941)

In July 1940, after Britain had sustained the loss of 11 destroyers to the German Navy over a 10-day period, newly elected British Prime Minister Winston Churchill requested help from President Roosevelt. Roosevelt responded by exchanging 50 destroyers for 99-year leases on British bases in the Caribbean and Newfoundland. As a result, a major foreign policy debate erupted over whether the United States should aid Great Britain or maintain strict neutrality.

In the 1940 Presidential election campaign, Roosevelt promised to keep America out of the war. He stated, "I have said this before, but I shall say it again and again and again; your boys are not going to be sent into any foreign wars." Nevertheless, FDR wanted to support Britain and believed the United States should serve as a "great arsenal of democracy." Churchill pleaded, "Give us the tools and we'll finish the job." In January 1941, following up on his campaign pledge and the prime minister's appeal for arms, Roosevelt proposed to Congress a new military aid bill.

The plan proposed by FDR was to "lend-lease or otherwise dispose of arms" and other supplies needed by any country whose security was vital to the defense of the United States. In support of the bill, Secretary of War Henry L. Stimson told the Senate Foreign Relations Committee during the debate over lend-lease, "We are buying . . . not lending. We are buying our own security while we prepare. By our delay during the past six years, while Germany was preparing, we find ourselves unprepared and unarmed, facing a thoroughly prepared and armed potential enemy." Following two months of debate, Congress passed the Lend-Lease Act, meeting Great Britain’s deep need for supplies and allowing the United States to prepare for war while remaining officially neutral.

Executive Order 8802: Prohibition of Discrimination in the Defense Industry (1941)

In early July 1941, millions of jobs were being created, primarily in urban areas, as the United States prepared for war. When large numbers of African Americans moved to cities in the north and west to work in defense industries, they were often met with violence and discrimination. In response, A. Philip Randolph, president of the Brotherhood of Sleeping Car Porters, and other black leaders, met with Eleanor Roosevelt and members of the President’s cabinet. Randolph presented a list of grievances regarding the civil rights of African Americans, demanding that an Executive order be issued to stop job discrimination in the defense industry. Randolph, with others, threatened that they were prepared to bring "ten, twenty, fifty thousand Negroes on the White House lawn" if their demands were not met. After consultation with his advisers, Roosevelt responded to the black leaders and issued Executive Order 8802, which declared, "There shall be no discrimination in the employment of workers in defense industries and in Government, because of race, creed, color, or national origin." It was the first Presidential directive on race since Reconstruction. The order also established the Fair Employment Practices Committee to investigate incidents of discrimination.

Joint Address to Congress Leading to a Declaration of War Against Japan (1941)

On December 7, 1941, the U.S. naval base on the island of Oahu, Hawaii, was subject to an attack that was one of the greatest military surprises in the history of warfare. In less than 2 hours, the U.S. Pacific Fleet was devastated, and more than 3,500 Americans were killed or wounded. The Japanese attack on Pearl Harbor catapulted the United States into World War II.

The American people were outraged. Though diplomatic relations between the United States and Japan were deteriorating, they had not yet broken off at the time of the attack. Instantly, the incident united the American people in a massive mobilization for war and strengthened American resolve to guard against any future lapse of military alertness.

Early in the afternoon of December 7, 1941, President Franklin D. Roosevelt and his chief foreign policy aide, Harry Hopkins, were interrupted by a telephone call from Secretary of War Henry Stimson and told that the Japanese had attacked Pearl Harbor. At about 5 p.m., following meetings with his military advisers, the President calmly and decisively dictated to his secretary, Grace Tully, a request to Congress for a declaration of war. He had composed the speech in his head after deciding on a brief, uncomplicated appeal to the people of the United States rather than a thorough recitation of Japanese treachery, as Secretary of State Cordell Hull had urged.

President Roosevelt then revised the typed draft—marking it up, updating military information, and selecting alternative wordings that strengthened the tone of the speech. He made the most significant change in the critical first line, which originally read, "a date which will live in world history." Grace Tully then prepared the final reading copy, which Roosevelt subsequently altered in three more places.

On December 8, at 12:30 p.m., Roosevelt addressed a joint session of Congress and, via radio, the nation. The Senate responded with a unanimous vote in support of war; only Montana pacifist Jeanette Rankin dissented in the House. At 4 p.m. that same afternoon, President Roosevelt signed the declaration of war.

Between 1861 and 1940, approximately 275,000 Japanese immigrated to Hawaii and the mainland United States, the majority arriving between 1898 and 1924, when quotas were adopted that ended Asian immigration. Many worked in Hawaiian sugarcane fields as contract laborers. After their contracts expired, a small number remained and opened up shops. Other Japanese immigrants settled on the West Coast of mainland United States, cultivating marginal farmlands and fruit orchards, fishing, and operating small businesses. Their efforts yielded impressive results. Japanese Americans controlled less than 4 percent of California’s farmland in 1940, but they produced more than 10 percent of the total value of the state’s farm resources.

As was the case with other immigrant groups, Japanese Americans settled in ethnic neighborhoods and established their own schools, houses of worship, and economic and cultural institutions. Ethnic concentration was further increased by real estate agents who would not sell properties to Japanese Americans outside of existing Japanese enclaves and by a 1913 act passed by the California Assembly restricting land ownership to those eligible to be citizens. In 1922 the U.S. Supreme Court, in Ozawa v. United States, upheld the government’s right to deny U.S. citizenship to Japanese immigrants.

Envy over economic success combined with distrust over cultural separateness and long-standing anti-Asian racism turned into disaster when the Empire of Japan attacked Pearl Harbor on December 7, 1941. Lobbyists from western states, many representing competing economic interests or nativist groups, pressured Congress and the President to remove persons of Japanese descent from the west coast, both foreign born (issei – meaning “first generation” of Japanese in the U.S.) and American citizens (nisei – the second generation of Japanese in America, U.S. citizens by birthright.) During Congressional committee hearings, Department of Justice representatives raised constitutional and ethical objections to the proposal, so the U.S. Army carried out the task instead. The West Coast was divided into military zones, and on February 19, 1942, President Franklin D. Roosevelt issued Executive Order 9066 authorizing exclusion. Congress then implemented the order on March 21, 1942, by passing Public Law 503.

After encouraging voluntary evacuation of the areas, the Western Defense Command began involuntary removal and detention of West Coast residents of Japanese ancestry. In the next 6 months, approximately 122,000 men, women, and children were moved to assembly centers. They were then evacuated to and confined in isolated, fenced, and guarded relocation centers, known as internment camps. The 10 relocation sites were in remote areas in 6 western states and Arkansas: Heart Mountain in Wyoming, Tule Lake and Manzanar in California, Topaz in Utah, Poston and Gila River in Arizona, Granada in Colorado, Minidoka in Idaho, and Jerome and Rowher in Arkansas.

Nearly 70,000 of the evacuees were American citizens. The government made no charges against them, nor could they appeal their incarceration. All lost personal liberties; most lost homes and property as well. Although several Japanese Americans challenged the government’s actions in court cases, the Supreme Court upheld their legality. Nisei were nevertheless encouraged to serve in the armed forces, and some were also drafted. Altogether, more than 30,000 Japanese Americans served with distinction during World War II in segregated units.

For many years after the war, various individuals and groups sought compensation for the internees. The speed of the evacuation forced many homeowners and businessmen to sell out quickly; total property loss is estimated at $1.3 billion, and net income loss at $2.7 billion (calculated in 1983 dollars based on the Commission investigation below). The Japanese American Evacuation Claims Act of 1948, with amendments in 1951 and 1965, provided token payments for some property losses. More serious efforts to make amends took place in the early 1980s, when the congressionally established Commission on Wartime Relocation and Internment of Civilians held investigations and made recommendations. As a result, several bills were introduced in Congress from 1984 until 1988, when Public Law 100-383, which acknowledged the injustice of the internment, apologized for it, and provided for restitution, was passed.

Default United Nations Charter (1945)

On June 26, 1945, in San Francisco, the United Nations was established. Article 111 of its charter indicated that "The present Charter, of which the Chinese, French, Russian, English, and Spanish texts are equally authentic, shall remain deposited in the archives of the Government of the United States of America. Duly certified copies thereof shall be transmitted by that Government to the Governments of the other signatory states."

The name United Nations originated with President Franklin Delano Roosevelt in 1941 when he described the countries fighting against the Axis in World War II. FDR’s “Four Freedoms” also made their way into the resulting charter of the United Nations Organization in 1945. The name was first used officially on January 1, 1942, when 26 states joined in the Declaration by the United Nations, pledging to continue their joint war effort and not to make peace separately. The United Nations was established after World War II in an attempt to maintain international peace and security and to achieve cooperation among nations on economic, social and humanitarian problem. Its forerunner was the League of Nations, an organization conceived under similar circumstances during the First World War and established in 1919 under the Treaty of Versailles "to promote international cooperation and to achieve peace and security." The League of Nations, however, ceased its activities after it failed to prevent the Second World War.

The need for an international organization to replace the League of Nations was first stated officially on October 30, 1943, in the Moscow Declaration issued by China, Great Britain, the United States, and the USSR. At the Dumbarton Oaks Conference in 1944, those four countries drafted specific proposals for a charter for the new organization. Later, at the Yalta Conference, in February of 1945, further agreement was reached on the framework and structure of the organization. Later that year, representatives of 50 nations attended the founding conference in San Francisco, where they drafted and later signed the UN charter. The required number of nations ratified the charter on October 24, 1945 (officially United Nations Day).

As outlined in the charter, the two main bodies of the United Nations are the General Assembly, composed of all member nations, and the Security Council. The Council consists of the five victors from World War II (known as “The Big Five”) as permanent members—China, France, the United Kingdom, the USSR (now Russia), and the United States—and 10 other countries, elected by the General Assembly, that serve 2-year terms. The Security Council is the principal UN organ responsible for ensuring peace, and its decisions are binding on all member states. The five permanent members were given individual veto power over issues brought before the Council. Other special agencies like the WHO (World Health Organization), UNICEF (UN International Children's Emergency Fund), UNESCO (UN Educational, Scientific, and Cultural Organization), and the World Bank provide needed help across the world and have improved the lives of millions. Today, nearly 200 nations are members of the United Nations.

Default General Dwight D. Eisenhower's Order of the Day (1944)

This order was issued by Gen. Dwight D. Eisenhower to encourage Allied soldiers taking part in the D-day invasion.

Almost immediately after France fell to the Nazis in 1940, the Allies planned a cross-Channel assault on the German occupying forces. At the Quebec Conference in August 1943, Winston Churchill and Franklin Roosevelt reaffirmed the plan, which was code-named Overlord. Although Churchill acceded begrudgingly to the operation, historians note that the British still harbored persistent doubts about whether Overlord would succeed.

The decision to mount the invasion was cemented at the Teheran Conference held in November and December 1943. Joseph Stalin, on his first trip outside the Soviet Union since 1912, pressed Roosevelt and Churchill for details about the plan, particularly the identity of the supreme commander of Overlord. Churchill and Roosevelt told Stalin that the invasion “would be possible” by August 1, 1944, but that no decision had yet been made to name a supreme commander. To this latter point, Stalin pointedly rejoined, “Then nothing will come of these operations. Who carries the moral and technical responsibility for this operation?” Churchill and Roosevelt acknowledged the need to name the commander without further delay. Shortly after the conference ended, Roosevelt appointed Gen. Dwight David Eisenhower to that position.

By May 1944, 2,876,000 Allied troops were amassed in southern England. While awaiting deployment orders, they prepared for the assault by practicing with live ammunition. The largest armada in history, made up of more than 4,000 American, British, and Canadian ships, lay in wait. More that 1,200 planes stood ready to deliver seasoned airborne troops behind enemy lines, to silence German ground resistance as best they could, and to dominate the skies of the impending battle theater. Against a tense backdrop of uncertain weather forecasts, disagreements in strategy, and related timing dilemmas predicated on the need for optimal tidal conditions, Eisenhower decide before dawn on June 5 to proceed with Overlord. Later that same afternoon, he scribbled a note intended for release, accepting responsibility for the decision to launch the invasion and full blame should the effort to create a beachhead on the Normandy coast fail. Much more polished is his printed Order of the Day for June 6, 1944, which Eisenhower began drafting in February. The order was distributed to the 175,000-member expeditionary force on the eve of the invasion.

Default Servicemen's Readjustment Act (1944)

Signed into law by President Franklin D. Roosevelt on June 22, 1944, this act, also known as the GI Bill, provided veterans of the Second World War funds for college education, unemployment insurance, and housing.

While World War II was still being fought, the Department of Labor estimated that, after the war, 15 million men and women who had been serving in the armed services would be unemployed. To reduce the possibility of postwar depression brought on by widespread unemployment, the National Resources Planning Board, a White House agency, studied postwar manpower needs as early as 1942 and in June 1943 recommended a series of programs for education and training. The American Legion designed the main features of what became the Serviceman’s Readjustment Act and pushed it through Congress. The bill unanimously passed both chambers of Congress in the spring of 1944. President Franklin D. Roosevelt signed it into law on June 22, 1944, just days after the D-day invasion of Normandy.

American Legion publicist Jack Cejnar called it "the GI Bill of Rights,” as it offered Federal aid to help veterans adjust to civilian life in the areas of hospitalization, purchase of homes and businesses, and especially, education. This act provided tuition, subsistence, books and supplies, equipment, and counseling services for veterans to continue their education in school or college. Within the following 7 years, approximately 8 million veterans received educational benefits. Under the act, approximately 2,300,000 attended colleges and universities, 3,500,000 received school training, and 3,400,000 received on-the-job training. The number of degrees awarded by U.S. colleges and universities more than doubled between 1940 and 1950, and the percentage of Americans with bachelor degrees, or advanced degrees, rose from 4.6 percent in 1945 to 25 percent a half-century later.

By 1956, when it expired, the education-and-training portion of the GI Bill had disbursed $14.5 billion to veterans—but the Veterans Administration estimated the increase in Federal income taxes alone would pay for the cost of the bill several times over. By 1955, 4.3 million home loans had been granted, with a total face value of $33 billion.

In addition, veterans were responsible for buying 20 percent of all new homes built after the war. The results rippled through the rest of the economy; there would be no new depression—just unparalleled prosperity for a generation. The GI Bill has been extended several times. Nearly 2.3 million veterans participated in the program during the Korean War era and more than 8 million during the Vietnam era.

Manhattan Project Notebook (1942)

Eight months after the United States entered World War II, the Federal Government launched the Manhattan Project, an all-out, but highly secret, effort to build an atomic bomb—and to build one before the Germans did. The task was to translate the vast energy released by atomic fission into a weapon of unprecedented power. On December 2, 1942, a group of distinguished physicists, working under top-secret conditions in an unpretentious laboratory at the University of Chicago, took a crucial step towards this goal: they created the world’s first controlled, self-sustaining nuclear chain reaction. Nobel prize-winning physicist Enrico Fermi directed the experiment.

Fermi directed the construction of a pile of graphite and uranium bricks and wooden timbers, assembled in the precise arrangement necessary to start and stop a nuclear chain reaction. Cadmium rods inserted into the pile regulated the nuclear reaction to prevent it from “burning” itself out of control. Had it not been controlled, the experiment could have released a catastrophic amount of energy, wreaking havoc in the middle of the densely populated city of Chicago.

“We’re cooking!” was the exuberant reaction recorded when the experiment succeeded. (The data shown on these notebook pages is the record of the nuclear reactor’s response to the movement of the control rods.)
