Cool how to answer such questions!
International law is a "System without sanctions". Discuss.

While answering such questions, in the end, do we have to conclude like, " Yes, Int'l Law is a system without sanctions". OR
Through proper and cogent arguments, We can disprove it!

Help needed from seniors.

A approach to this question would be to present both arguments in the favor and against the statement. Use of headings would also be helpful.

Finally, it's better to conclude with impartial remarks rather than to take sides. In this question, one may say that there are sanctions which are too weak to be implemented in an anarchic system that is the international arena. However, the growing role of IGOs and interdependence is making a room to strengthen the rule of international law.
