I dont think so
  1. pakistan had been declared 3rd big terrorist country.a place which was hostile most in all over the world especially for journalist
  2. despite all these things still country developed conviction to face the challenges dauntlessly
  3. the main reason was peshawar massacre that triggered karachi operation and zarb e azab
  4. Beside Nap had done the rest
  5. where anti terror courts and Madressaa reforms started
  6. hence all these things gave a lesson to enemies on one side on the other hand gave us a lesson to be tolerant
    7 beside it set a limit for media to be tolerant as well for example when MR hamid mir was attacked .it was a caution

That depends on the subject matter.
The constitution is pretty clear about defining hate speech and acts of treason, including acts that undermine the supremacy of the state or court.
However, an independent viewpoint or agency monitoring the implementation and scope of implementation of the said legislation may highlight (an) aggrieved parties (or party) that may have been affected due to the measures taken in the name of national security, after due course and process
