Sorry sir, i did not read ur post carefully. and i forgot that it is a poll.
Option No. 2 is relevent here as State comes into being as a result of extended family system in medivel times, when a HEADMAN was the fatherly symbol of a tribe and was dealing with other tribes on behalf of his tribe.
With the increase in population size, the tribe evolved into a Nation State with specialized departments within it to run the affairs of the state smoothly (Government)
Present day State is different in a sense that it is usually a multi-ethnic entity and the head can be chosen from any ethnic background.

It is therefore the term state is ought to be substituted by the more comprehensive term "political system" in this modern time, because humans have evolved to form society of societies.
