Flawed HR Policy
Heath and Education are two primary social sectors that ought to be the state’s responsibility to facilitate each and every citizen with free or at least subsidized quality of basic heath and education.
What we witnessed as HR policy of Pakistan is that the most important pillars of our society (doctors and Teachers) are not paid enough to support their families out of their regular salaries from Government. As a realistic approach, they start thinking upon the line of making money by commercializing their knowledge and competence (as private clinics, and coaching centers) side by side with the government job. This Business minded approach ultimately hampers their performance at their job at Government Health and Educational Institutes (A large number of doctors and teachers are reported of poor attention to their regular government jobs in the hope to divert the same group of clientele to consult them in evening). It’s the faulty setup installed by the personnel management of government where the politicians are provided with the luxurious residential palace, unlimited maintenance expenses, along with convoy of personnel and automobiles under their direct personal control. On same pattern, the bureaucrats (both civil and military) are blessed with the open opportunities of using government assets (including houses, automobiles, class four attendants, club membership, rest houses etc). While the most educated cream of our society including Doctors and teachers are neglected in the initial 5-15 years of their service in public sector. It’s a fact that the salaries in Public Sector in almost every department are nominal but for doctors and teachers, the basic salary is also not compensated with facilities like quality education to children, health insurance, personal car, servants, residential bungalows after retirement, social securities etc, which they deserve by virtue of their competence and professional status. Due to these very reasons, Pakistan in witnessing alarming rate of brain drain, and saddening part is that Government is least bother about this crucial issue and remain focused on not so important themes like celebrating the fulfillment of constitutional requirements and filing references for declaring the Assassination of their leader as judicial murder. |

naeny u said that Health and Education are two primary social sectors it is correct but its not correct that doctors and Teachers are not paid enough
not only doc and teachers but all civil employers are also not paid enough these r also very imp pillars and there salaries r not enough to meet the expenses and needs of life thats way some addopt wrong ways of earning.and this is not the matter of only 2 or 3 professions but all the fields some how facing th same problems in different manners.that my opinion . but u have make a good effort keep it up. |

well the basic reason behind is that "right person is not at right place". The basic human resources responsibilities are divided into three major areas of management: staffing, employee compensation, and defining/designing work.
Now all these functions are in hands who dun know even the abc of management particularly transparent recruitment , compensation management , appraisal system etc As a result wrong people select wrong person for specific job. Management is base of department, when base is weak, the whole system suffers. Also Hr is a new born department in Pakistan and hence not given enough authority to formulate n regulate policies to its full extent.

well, wat i need to say is dat doctors and teachers after many years of hard work dont get wat they deserve by virtue of their professional calibre and importance if they r are serving the public service of pakistan, and dats all!
