From a practical POV, I think it is a pretty good scheme if the deserving people get their hands on these cabs. Just think about it, how many graduates around you have really got a job they can be proud of, or that really enable them to make their ends meet, one? none???
Even MBAs these days jobless and in such a situation, I think it will surely serve the needy people well. And I hope, it won't prove to be another reason to get fake graduate degrees.
