Hi Everybody

Do Any One Know About The Dicision Of Government To Abolish Six Css Cadres,can Anyone Tell Me About The Abolished (proposed) Cadres

Abolition of six CSS cadres proposed

ISLAMABAD: The National Commission for Government Reforms (NCGR) has proposed radical changes in the country’s civil service structure, recommending abolition of six of the 12 Central Superior Services (CSS) groups/cadres.

Prime Minister’s Secretariat sources told The News that the NCGR had proposed the abolition of the Information Group, Office Management Group, Postal Group, Railways Group, Commerce and Trade Group and Military Lands and Cantonment group.

The civil service groups/services, which are recommended to continue, include the District Management Group, Police Service of Pakistan, Foreign Service of Pakistan, Audit and Accounts Service, Customs and Excise Group and Income Tax.

The sources said that NCGR Chairman Dr Ishrat Hussain has sent a summary of these proposals to Prime Minister Shaukat Aziz for presentation of the reform package before the high-powered steering committee on the subject. President Pervez Musharraf and Prime Minister Shaukat Aziz are the co-chairmen of the steering committee, while the chief ministers are its members, besides others, including the NCGR chairman. The NCGR proposal if approved, will serve as the major structural change for the civilian bureaucracy since 1974, when the present civil service structure was introduced by the then prime minister Zulfikar Ali Bhutto, abolishing the decades-old civil service of Pakistan.

The members of the civil service groups/cadres, recommended for abolition, are expected to oppose the NCGR’s recipe to improve governance in the country. According to a source, the NCGR, while proposing the abolition of the OMG cadre, argued that the federal secretariat should start from the deputy secretary level — BS-19 — as envisaged in the recommended National Executive Service (NES). Although the OMG’s fresh induction through the CSS exam has already been stopped, the new proposal will block the career progression of the future OMG beyond grade-18. It means that the OMG after being excluded from the CSS will be meant for officials from BS-1 to BS-18.

Members of the NES, comprising specialised streams, will be appointed through open competition and will have bright career progression changes. All prime bureaucracy posts will be offered to the members of the NES.

Recommending the abolition of the Information Group, the NCGR proposes that the External Publicity Wing of the Information Ministry should be attached with the Foreign Ministry, whereas the public relationing job of the government offices should be assigned to professional media and PR firms or by engaging from the private sector market PR professionals. No permanent information group, according to the NCGR, is required.

The Military Lands and Cantonment Group, whose fresh induction into the CSS exam has already been stopped like the OMG, is also proposed to be excluded from the exclusive club of civil service groups/services. The MLCG is deemed a dying cadre so not much effort is required to seal its fate permanently.

According to the MCGR, the Postal Group has also lost it past utility and importance owing to a growing competition in the private sector postal-related service delivery. It is argued that in the changing ground realities, it is not viable to keep a large postal establishment. The MCGR instead suggested having a small core of postal establishment that should be run in a private sector fashion.

The Railways Group’s abolition as a CSS cadre entails similar arguments as given in the case of the Postal Group. The Commerce and Trade Group, it is said, had lost the justification of its existence following the creation of the Trade Development Authority of Pakistan. The new schemes of things encourages the public sector to bet on the private sector professionals instead of depending on the regular members of the bureaucracy. The Trade and Commercial Posts in the country’s foreign missions, it is recommended, should be filled from among the members of the civil services and the private sector on the basis of transparent competition.

CSS is already based on tough competition. Now they are abolishing the groups, It ll make the competition hell. Allocation would be divided in various abridged groups will trigger the catastrophe. Already many conflicts have aroused because of qouta disparity .

Default Dont Panic !!!

There is no need to worry at all. The proposal is unlikely to be implemented. As far as reduction in seats is concerned, since these 6 groups make hardly 10% of the seats allocated each year, the reduction in the number of seats will be insignificant for each province. Punjab e.g. will lose only 2 seats.

And if the 10% quota for women is implemented from next year, the ladies need not worry at all. Their share will be increased even if the six groups are abolished.

I think it wont b implemented this time because if the quota written in CSs syllabus is not followed, ppl might go to court. Its not final yet though. But its confirmed that allocations for 2008 wuill b on basis of new quota,
